- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Baltimore District, Engineering Division Geotechnical Branch, Foundation and Dam Section requires off-shore drilling services to complete project-related dilatometer field testing (to be performed by the Government) and retrieval of undisturbed thin-walled tube samples (to be performed by the contractor) at approximately 21 locations along the alignment for the lateral expansion dikes for the Poplar Island Phase III project within the five (5) reaches highlighted on the plan presented as Figure 1. For estimating purposes, the length of these reaches and a central coordinate are included. Specific coordinates associated with the testing and sampling locations will be provided at the time of award. The work shall be performed from a jack-up barge (provided by the contractor) located immediately to the north and northeast of the existing USACE Poplar Island project at locations where the depth of water typically varies from 6 to 12 feet below Mean Low Low Water (MLLW).
