- *** The Advertisement Date has been extended from on or about May 22, 2015 to on or about June 5, 2015. The Pre-Proposal Conference will be schedule once the solicitation is issued. The Government intends to schedul the Pre-Proposal Conference approximately 2 weeks after the solicitation is issued. *** The U.S. Army Corps of Engineers, Jacksonville District, intends to advertise on a Small Business set-aside basis for the award of an Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC) with a total capacity of $188 million and include up to five (5) Small Businesses. The geographic areas to be served by these contracts will be all states within SAD (Alabama, Tennessee, Florida, Georgia, Mississippi, North Carolina, and South Carolina), Puerto Rico, U.S. Virgin Islands, Guam, and Central America. Awarded contracts will consist of a 3-year base period and one 2-year option period. Contract actions will be solicited, evaluated, and awarded in accordance with FAR Part 15, Department of Defense Source Selection Procedures and the Army Source Selection Supplement (AS3) to the Department of Defense Source Selection Procedures, utilizing a best value trade-off methodology. All MATOC awardees will be given fair opportunity to compete for subsequent task orders. All task orders to be awarded under this MATOC will be competed in accordance with FAR 16.505(b)(1), Fair Opportunity, and DFARS 216.505-70, Ordering Under Multiple Award Contracts, unless one of the exceptions to fair opportunity applies and is justified. Contract award will be made to those offerors whose proposals represent the best value to the Government considering price and other non-cost factors (i.e. Technical Approach, Quality Control and Past Performance). Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. This solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation is anticipated to be available on or about June 5, 2015. This is not a request for quotations (RFQ) nor is it the official solicitation. Applicable NAICS code is 562910, Small Business size standard is 500 employees. A Pre-Proposal Conference will be scheduled in Jacksonville, FL. Exact date, location and time to be determined; details will be announced once they are confirmed. Offerors must register in the System for Award Management (SAM) at www.sam.gov. After completing SAM, contractors and their subcontractors must register at www.fbo.gov in order to download RFP documents. It is the offerors' responsibility to check www.fbo.gov necessary for any posted changes to this notice and future solicitations or amendments.
