- In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract with AVL “ North America, via single source procedures. This procurement is in support of the FAA ™s Alternative Fuels for General Aviation Division. The award will be for the procurement of AVL Bobcat and Indicom detonation and combustion analyses systems for engine testing, control, and data acquisition. The AVL Bobcat system to be purchased is compatible with the FAA WJHTC AVL Indicom combustion analyzer system that was previously purchased by the FAA and used for an engine OEM comparison system testing. The AVL system is designed specifically for combustion engine data acquisition and control, including data acquisition and control of internal combustion engine test cell environments and test support equipment. This system also provides dynamometer controllers that will replace the obsolete dynamometer controllers presently being used at the FAA WJHTC. This system has the proper amount and level of controls to be able to control our test support combustion air equipment directly with the use of the Bobcat system. Additionally, industry partners in the National Integrated PAFI program that are also performing engine testing use AVL software. The use of the same proprietary AVL data collection format will facilitate work and data sharing work between industry partners critical to the industry government collaborative (PAFI). Otherwise, converting all of the AVL specific format data from the specific facilities to a different platform will require considerable expense in the form of software, programmer time, and quality control verification and also months of schedule time. Accordingly, a competitive solicitation is not available for this procurement. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
