- Source Sought Notice W912WJ-15-X-0030 Real Estate Closing Services to be provided for the US Army Corps of Engineers, New England District, Real Estate Division Located Throughout the New England Regional Area The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement to determine interest for a Blanket Purchase Agreement for Real Estate Title and Closing Services Contracts. The NAICS code for the work described below is 54110 with a size standard $11,000,000. Work would begin in August 2015 and extend over period not to exceed five years. The intent is to award contract(s) with a total contract value up to $250,000,000. The location of the work to be performed under this contract shall be in the six (6) New England States (ME, NH, VT, MA, CT, and RI). Calls under this Blanket Purchase Agreement will provide services to support real estate closings for the Real Estate Division of the New England District. The offeror will be evaluated based on quote mark Lowest Fair and Reasonable Price from a Responsible Source quote mark (Lowest Price). Required Tasks * Provide preliminary title evidence (commitment or binder) which commit the title company to issue a final ALTA U.S. Policy - 9/28/91 (revised 12/03/12) for parcel(s) of land in the six (6) New England States. Title evidence must be in accordance with the Department of Justice Title Standards 2001 or as further updated, and must conform to the attached quote mark Specifications for Completion of Title Evidence quote mark * Provide first title Continuation or Update of the submitted preliminary title evidence for any parcel prior to asking for final title insurance. * Provide expert level advice and review of drafts of deed(s), easements, and title curative material. Title evidence must conform to the attached quote mark Specifications for Completion of Title Evidence quote mark * Provide real estate closing services to include obtaining municipal lien certificates; obtaining and notarizing the signature of landowners on documents associated with the closing and delivering a Government check; and/or recording documents in the appropriate County Registry of Deeds. The Government will require the closing agent to fill out a government form quote mark Payment and Closing Sheet. quote mark This task includes services to support closing. The Government will provide any applicable property conveyance tax to the closing attorney (if any there be). * The Contractor shall pass on the absolute costs from the Government to the Purchaser closing expenses required by federal, state, or local law, regulation, or established policy if customarily paid by the purchaser (for example, fees for municipal lien certificates, fees to record real estate documents, surcharges for recording, etc.) * Provide final title insurance policy after preliminary title evidence has been ordered, and within two weeks after a conveyance to the United States has occurred and the United States has ordered the final title insurance and indicated the amount thereof. Title evidence must conform to the attached quote mark Specifications for Completion of Title Evidence quote mark. * Provide the amount of title insurance coverage requested by the Government for coverage up to $5,000,000. * Provide affirmative coverage insurance over exceptions. Responses Must Address the Following: *Demonstrate the ability to perform the Real Estate Title and Closing Services in any of the Six (6) New England States. Please make special notation if able to provide services in all New England States. * Demonstrated experience performing required services. * Provide Duns number. The firm should also describe their in-house capabilities to accomplish the aforementioned tasks as well as their subcontracting plans for the portion of work not covered by in house resources. Interested firms should submit a capabilities package to include the following: business classification (e.g. 8(a), HUBZone, etc.), staff size, primary area(s) of expertise, qualifications, demonstrated experience in performing the work requirements stated above. Responses are due June 12, 2015. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Robert C. Garrahan. Responses are limited to ten pages. Firms interested shall provide the above documentation in one electronic copy (CD.pdf file). FLASH DRIVES ARE NOT PERMITTED. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation.
