- Description
- NOTICE OF CONTRACTING ACTION (NOCA) This announcement constitutes a Notice of Contract Action (NOCA) by the Air Force Life Cycle Management Center (AFLCMC) Hanscom AFB, MA. The Government intends to award sole source contract modifications to provide continuing support under the Engineering and Technology Acquisition Support Services (ETASS) program. The Enterprise Acquisition Division (AFLCMC/PZM) proposes to award, by means of other than full and open competition, sole source contract modifications to Jacobs Technology, Inc. to provide Advisory and Assistance Services (A&AS) support during the current period of performance, through 30 November 2015 for Battle Management and 31 October 2015 for C3I & Networks Directorate. If not awarded, the Government will not have the A&AS support available to meet the service level required to rapidly address Warfighter needs by providing acquisition support services to approximately 30 AFLCMC/Hanscom systems and programs. The award of these sole source contract modifications are necessary to provide continuing support to critical acquisition programs within the Battle Management and C3I & Networks Directorates, without experiencing a lapse in service and provide appropriate time to complete the ongoing source selection on the ETASS II Indefinite Delivery Indefinite Quantity (IDIQ) contract awards. The authority permitting other than full and open competition is 10 USC 2304(c)(1), as implemented as follows: •· FAR 6.302-1(a)(2)(iii) - A follow-on contract is planned for the continued provision of highly specialized services, when award to any other source would result in substantial duplication of cost to the government and unacceptable delays in filling the agency's requirements. The Government requests that initial feedback, comments and questions be received no later than fifteen (15) calendar days from the posting date of this notice to fbo.gov. Please submit all questions, comments and feedback regarding this NOCA via e-mail to the following points of contact: David Giordano, Contracting Officer: david.giordano.2@us.af.mil Capt Dwayne Lyons, Contracts Manager: dwayne.lyons.1@us.af.mil This NOCA is for planning purposes only and does not constitute a Request for Proposal nor does the issuance restrict the Government to a single acquisition approach. The Government will not pay for any information received in response to this notice nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCMC. An AFLCMC /AQP Ombudsman is available to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues and disagreements, and/or recommendation to the listed Contracting Officer above for resolution. The AFLCMC/ AQP Ombudsman serves as the Ombudsman for all of AFLCMC/Hanscom-OL, including its GSUs. The Ombudsman hears concerns about specific issues in acquisitions from industry or Government personnel, communicates those concerns to AFLCMC/Hanscom-OL leadership, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query, the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry. The Ombudsman, Ms. Jill Willingham-Allen, can be contacted at: AFLCMC/AQP 1790 10th Street Wright Patterson AFB, OH 45433-7630 Telephone: (937) 255-5472 Email: jill.willinghamallen.1@us.af.mil
