- Electronic Security Systems (ESS) VI combined synopsis/solicitation This is a combined synopsis/Solicitation. The U.S. Army Engineering and Support Center, Huntsville (CEHNC) is soliciting proposals on an unrestricted basis with a portion of the awards set-aside for small businesses for the Electronic Security Systems Program (ESS) under solicitation W912DY-14-R-0062. In order to accomplish this mission, CEHNC proposes to award multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts. Description of work: Under this electronic security systems services acquisition, contractors shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to procure and install Electronic Security Systems (ESS) and physical security and/or force protection measures, and other Automated Control Systems, including Utility Monitoring and Control Systems (UMCS); Heating Ventilating and Air Conditioning (HVAC); Supervisory Control and Data Acquisition (SCADA) systems; fire alarm and life safety systems, chemical / biological / radiological containment detection / filtration / response, utilities metering, mass notification systems (MNS), and other related electronic systems. This contract will require the contractors to have the capability to respond to multiple requests for work at diverse locations. These locations are both within and outside the Continental United States (CONUS). The services include, but are not limited to, performing site surveys, developing equipment installation engineering plans; providing hardware and software; system testing and check-out; performing facility modification and construction required to support equipment installation; providing force protection measures; interfacing with and installing new data transmission equipment; determining compatibility of new equipment with existing systems; preparing system and component documentation; providing operation and maintenance manuals; providing training; warranting systems; maintaining and servicing systems; operating and monitoring systems; preparing after action and other reports; and providing as-built installation drawings. The value of the planned acquisition, including all exercised option periods, will be approximately $450 million. Any awarded contracts will be for a 3-year base ordering period and one 2-year option period. The geographic scope of the contracted services under this acquisition will cover the United States (CONUS) as well as Alaska, Hawaii, and all U.S. Territories and possessions and may include overseas locations (OCONUS) of Germany, Japan and South Korea. It is the intention of CEHNC to award ten performance-based ID/IQ type contracts pursuant to FAR 16.504, of which at least five will be set-aside for small businesses. However, the Government reserves the right to award more, less or none at all. Under each contract, task orders may be awarded as firm fixed-price (FFP), time-and-materials (T&M) or some combination of the two. It is anticipated that approximately 90 percent of the task order efforts will be FFP. It is estimated that no more than 5% of the requirement will utilize T&M pricing (for emergency situations only) and that approximately 10% of the requirement will be for construction efforts subject to the Davis Bacon Act. This solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting this solicitation will not be honored. Offerors must register in the System for Award Management (SAM) at www.sam.gov prior to submission of proposals. The solicitation will be posted to FedBizOpps at www.fedbizopps.gov, and is available to contractors without charge. Contractors can search for the solicitation by solicitation number. Offerors can register on the FedBizOpps site for the vendor collaboration tool so that possible partnerships and subcontracting opportunities can be identified. It is the offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. Award will be made to Offeror(s) whose technical submittal and price proposal meet the requirements of the RFP and offers the best value to the Government. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources for past performance, the burden of proof of acceptability rests with the offeror. This solicitation will be issued in electronic format only.
