Example of SPG-9 blast Technical with SPG-9 Plastic SPG-9, technical AMENDMENT: Questions and answers added to solicitation Solicitation close date extended from 1 June 15 1000am MST to 15 June 15 1000am MST All other terms and conditions remain unchanged 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quotation (RFQ) and a written solicitation will not be issued. 2) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82 and Defense Change Notice 20150420. 3) The standard industrial classification code is 3489, NAICS is 332994, Small Business Size Standard for this NAICS code is 1000 employees. 4) Description: a) CLIN 0001 (2 EA) - SPG-9 Recoilless Rifle, 73mm Gun Replica simulation kits with cradles for mounting to vehicle pedestal OR EQUAL b) CLIN 0002 (2 EA) - KVPT 14.5mm Gun Replica simulation kits with cradles for mounting to vehicle pedestal OR EQUAL c) CLIN 0003 (2 EA) - DShK 12.7mm Gun Replica simulation kits with cradles for mounting to vehicle pedestal OR EQUAL d) CLIN 0004 (2 EA) - Pedestal Mount complete with mounting legs and hardware for installation in the field OR EQUAL e) CLIN 0005 (6 EA) - 40 cu. Ft. Oxygen tank and 20 lb. propane tank These kits must: -Be a visual replica/incapable of firing munitions and mount in the back of a standard pick up -Mounting device must be capable of locking in to place and staying secure during travel over rough terrain and weapons fire. -Run on a disposable propane tank and refillable oxygen tank (M6) -Simulate weapons fire that is visually unique to that system, operate identical to the simulated weapon system, and produce an Infra-Red profile due to barrel heat and muzzle flash -Contain an oxygen refill hose (Large cylinder to M6 oxygen bottle) -Contain an adapter for disposable propane tank -Contain a spare parts kit for wear and tear items 5) Delivery shall be F.O.B. Destination to: 27 SOSS/OPFOR Attn: William Baird 511 North Chindit Blvd. BLDG 300 Cannon AFB, NM 88103 Delivery Date: 30 Days ARO The following provisions applies to this acquisition: FAR 52-212-1 Instructions to Offerors - Commercial Items FAR 52.212-2 Evaluation - Commercial Items: This provision is incorporated by reference, and paragraph (a) is modified to read as follows: (a) This is a competitive best value source selection in which the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, and other factors considered. The Government intends to make award to the lowest priced technically acceptable offeror. The Government intends to award without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. The following listed are evaluation factors that shall be used in the evaluation process: 1. Price 2. Technical Capability: Technical Acceptability is achieved when the offeror provides proof that the products meet the minimum standards of Item Descriptions, the stated Delivery Date, and Quality Products (Better or Equal) (i.e., products brochures and/or products data shall be attached to the price proposal). All offers will be ranked according to the total evaluted price and then reviewed for technical acceptability. If the lowest priced offer is determined to be technically acceptable, further evaluation of the remaining quotes will not take place. *All offerors shall submit technical description of the products being offered in sufficient detail in addition to the price proposal, to evaluate compliance with the requirements in this solicitation. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Primary: A1C Elric Manville - Elric.Manville@us.af.mil Alternate: A1C Amari Holmes - Amari.Holmes@us.af.mil 7) For further inquiries, please email the POC's listed above or the Contracting Officer, TSgt April Thomas at April.Thomas.3@us.af.mil. 8) Questions: Question:1 What level of accuracy is expected in the visual appearance, i.e. Are these supposed to be replicas indistinguishable from the real thing from 5' away or is it sufficient to make them identifiable as to particular model when viewed from the aircraft? Answer:1 A SPG-9 Replica needs to be recognizable as a SPG 9 to a ground force or a flying platform thru an aircraft sensor. It does not need to be a perfect replica, but it needs to contain features that make it distinguishable as a SPG 9. For example, I have attached an image. While it is of plastic, it is still distinguishable as a SPG-9. It cannot just be some cylindrical tube with no distinguishable features that goes bang. The same applies for all other models. Question:2 What level of fidelity is required to "Simulate weapons fire that is visually unique to that system..."? Will any specifications of sound levels, frequency distribution, muzzle flash, temperature, etc. be provided? Answer:2 These replicas must provide visible and audible representation of the weapon system. A better example is if the muzzle flash of the weapon system would be rearward, then we would want the simulator to represent that. Matching sound intensity/frequency/temperature is not vital, but it cant be a cap gun either. My goal is to make it pass as a Hollywood replica that closely matches the weapon system Question:3 Does the quote need to be broken down by CLIN, or is a lump-sum price for the total effort preferred? Answer:3 It is preferred that quotes be broken down by CLIN because some items may have longer lead times than others. Seperate CLINS allow for seperate deliveries and seperate invoices. Although quotes will not be evaluated on CLIN structure, itemized prices are expected.
