- The solicitation will be available on the Federal Business Opportunities (FBO) web site on its issue date of 15 June 2015. Copies of the solicitation may be obtained on the Internet at http:/www.dibbs.bsm.dla.mil. Hard copies of this solicitation are not available. D escription: NSN 1015-01-408-7280, Head, Elevation Mechanism, being procured in accordance with U.S. Army ARDEC drawing (19200) 12937512 Technical data is available for this solicitation. However, this document contains information that has been designated as "Military Critical Technical Data". Therefore, access is restricted to those suppliers qualified through JCP certification or to those licensed by either the Department of State or the Department of Commerce, or to foreign suppliers pursuant to international agreements. Only businesses that have been certified by the Department of Defense, US/Canada Joint Certification Office and have a valid requirement may have a copy of the solicitation document. All requests for the solicitation document must include a certified copy of DD Form 2345, Military Critical Technical Data Agreement. To obtain certification, contact: Commander, Defense Logistics Information Service (DLIS), ATTN: US/Canada Joint Certification Office, 74 Washington Avenue North, Battle Creek MI 49017-3084, or contact the DLIS by telephone at (800) 352-3572. The DLIS US/Canada Joint Certification Lookup service is also available via the Internet at http://www.dlis.dla.mil.ccal. This item is a "Defense Article" as defined in and subject to the International Traffic in Arms Regulations (22 C.F.R. 120-30) and the Arm Export Control Act (22 U.S.C.A. 2778-2799). Any manufacturer or exporter of Defense Articles is required to register with the Directorate of Defense Trade Controls (DDTC), Department of State. Documentary evidence of registration may be required prior to award. Additional export restrictions apply as indicated herein. Failure to submit DDTC registration when requested will make a quote/offer ineligible for award. Technical drawings/bid sets will be available after the issue date on the Internet at https://www.dibbs.bsm.dla.mil. Click on the cFolders under the Technical Data tab. Requests should include the RFP number, the opening and closing dates, the NSN, Purchase Request number, buyer's name, and the company's complete name and address. FEDERAL, MILITARY, AND COMMERCIAL SPECIFICATIONS CANNOT BE PROVIDED BY DSCC. Copies of Military and Federal Specifications and Standards, Qualified Products Lists, Military Handbooks, and other standardization documents may be obtained from the DoD Single Stock Point (DODSSP) in Philadelphia PA. Most documents are available in Adobe PDF format from the ASSIST-Quick Search and in most cases, the documents may be downloaded directly via the Internet using standard browser software. Documents not available for downloading from ASSIST may be ordered from the DODSSP using the ASSIST Shipping Wizard. A DODSSP Customer Account is necessary for use of the Shipping Wizard and may be obtained by following the registration procedures online or by contacting the DPDSSP Special Assistance Desk at (215) 697-6396/6527 (DDN: 442-6396/6257. Users not having access to the Internet may contact the DODSSP via U.S. Mail at DODSSP, Building 4/D, 700 Robbins Avenue, Philadelphia PA 19111-5094. Patterns, Drawings, Deviation Lists, Purchase Descriptions, etc. are not stocked at the DODSSP. Government First Article Test applies. Delivery Schedule: 335 days / 200 days with waived First Article Test requirement. Quantity: 64 Unit of Issue: EA. Government surplus material is not acceptable for this procurement and will not be evaluated for award. All responsible sources may submit an offer/quote which shall be considered. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation Based on market research this item is manufactured for military use only and is not commercial; therefore, the Government is using the policies contained in FAR Part 15 in its solicitation for this item. However, interested parties may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. All offers shall be in the English language and in US dollars. This acquisition is set aside 100% for small businesses This solicitation will include DLAD provision 52.215-9023, Reverse Auction (RA). The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from the other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (i.e. "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No further price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and that final proposals are again requested in accordance with FAR 15.307.The inclusion of the provision does not mandate use of RA. Submission of proposals by electronic commerce (e-mail) is allowed. E-mailed proposals shall not be transmitted directly to the Contracting Officer. E-mailed proposals cannot exceed 15MB The item on this solicitation is not subject to the Trade Agreements Act of 1979. First Destination Transportation (FDT): This solicitation is being issued under the First Destination Transportation (FDT) program. For FDT program transportation requirements, see DLAD clauses 52.247-9059, F.O.B. Origin, Government Arranged Transportation, and 52.247-9058, First Destination Transportation (FDT) Program - Shipments Originating Outside the contiguous United States (OCONUS). These clauses are included in this solicitation.
