P15PS01378 Spreadsheet.PDF Spreadsheet MS Excel P15PS01378 Environmental Lab Services Grand Canyon NP SOW This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, and as supplemented with additional information included in this solicitation. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. This solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54, The FAC is available at https://www.acquisition.gov/FAR. The resulting award will be a firm fixed-priced contract with economic price adjustment, with one base year plus four optional years. The National Park Service (NPS) exercises its right to extend the contract every 12 months for the next 12 months in accordance with the vendor ¿s quote in response to this solicitation. The National Park Service WILL NOT modify the contract to increase the price due to errors in the vendor ¿s quote. Representatives from Grand Canyon National Park will evaluate all proposals for technical acceptability. The National Park Service shall award this contract to the lowest price technically acceptable. The contractor must accept & perform in accordance with the extended contract and prices listed in the proposal. The anticipated award date for this contract is on or around 30 June 2015. The base year of the contract shall be from the date of award through the next 12 months. The Government reserves the right to not exercise an optional year, and terminate the contract for convenience. This procurement is set aside 100% for small businesses under all applicable NAICS codes, including, but not limited to, 541380, 541620. Each bidder's SAM (www.SAM.gov) record must indicate that the business is small under the applicable NAICS code. Your company can not be excluded from receiving government contracts. This contract is subject to the Service Contract Act, Wage Determination Number 2005-2023, revision number 17 dated 19 June 2013. These wages are listed below. SCOPE OF WORK 1.0 Background: National Park Service (NPS) regulations require that NPS water systems comply with all applicable Federal, State, and local safe drinking water regulations in addition to NPS policies. Grand Canyon National Park (GCNP) performs regular monitoring of drinking water (source, point of service, and within the distribution system),wastewater, reclaim water, chlorinated water discharge, and biosolids. This contract will encompass the laboratory analysis requirements for several permitted sampling sites in the GCNP. Additional laboratory analyses for environmental conditions including, but not limited to miscellaneous liquids, miscellaneous solids, and special tasking may also be required on an as-needed basis. 2.0 Scope of Work: Contractor shall provide professional laboratory analysis services in support of the operation of the drinking water, wastewater, and reclaim wastewater systems at GCNP. The Contractor shall provide for transportation of government-collected environmental samples at GCNP and perform all requested laboratory analyses of environmental samples. The Contractor shall perform the required laboratory analytical services to the defined detection limits. This contract includes the sample analysis and recording and reporting of analytical data regarding drinking water, wastewater,and reclaim water, chlorinated water discharge, and biosolids submitted by the GCNP. The Contractor shall properly identify and dispose of submitted sample media and containers received by the laboratory in the performance of this contract. 3.0 Objectives: Grand Canyon National Park Permits to be supported by this contract may include, but are not necessarily limited to the following: 1. South Rim Wastewater Treatment Plant (SRWWTP),AZPDES Permit No. AZ0022152 2.South Rim Wastewater Treatment Plant, Aquifer Protection Permit No. 100751 3.
