- Draft SPW THIS IS A SOURCES SOUGHT NOTICE (SSN) ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR INVITATION TO BID NOTICE AND DOES NOT CONSTITUTE A COMMITMENT BY THE GOVERNMENT. The National Institutes of Health, (NIH), Office of Extramural Research (OER), Office of Extramural Programs (OEP) within the Office of the Director (OD) is conducting this market survey to determine the availability and technical capability of qualified businesses, including small businesses, 8(a) small businesses, small disadvantaged businesses, woman-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses capable of providing professional, technical and administrative support. Background: OEP provides leadership and expertise in NIH extramural research program management including program and policy development, interpretation, coordination, oversight, evaluation, training and outreach of its areas, for the extramural research community and NIH extramural staff, to promote the highest quality and sustained capability of biomedical and behavioral research programs. To help ensure that NIH funded research is conducted in a compliant and ethical manner, NIH has a requirement that key research personnel conducting NIH funded human subjects research must certify completion of appropriate training in human subjects protection as a term and condition of award. About 9 years ago, OER developed an on-line training course "Protecting Human Research Participants" (PHRP) as one option for NIH awardees to meet this educational requirement. PHRP is offered free of charge and is used by over 200,000 researchers and students per year. It is available in both English and Spanish and also allows clinicians who take the course to earn continuing medical education (CME) credit. OER has awarded several contracts since 2006 to support the development, hosting, and maintenance of this course, including both the English and Spanish versions. OEP anticipates that the federal human subjects regulations upon which the course is based may undergo major changes in the next 1-2 years which could necessitate the need for a major redesign of the PHRP courses and associate materials. Project Requirements: OEP is conducting market research to identify sources that have experience: • Designs, launches, hosts and supports web-based e-learning courses for adult education; experience designing courses on bioethics or clinical research topics is an added benefit • Provides appropriate and secure web-based infrastructure and associated systems to support such a course; experience with federal IT security requirements is an added benefit. • Develops and manages systems to track student progress, deliver confirmation/certification of successful course completion, and report metrics on course usage • Uses up-to-date technologies to create interactive on-line adult education courses suitable for various delivery platforms (such as computer tablets or mobile devices) that also meet federal accessibility requirements • Works with expert translation teams to produce successful translation of web-based courses to languages other than English. • Creates technological solutions to allow students to earn continuing education credit is an added benefit OER expects to conduct a competitive acquisition and award a contract no later than August 2015. Responding firms must be capable of providing a wide range of skills and flexibility in the level of support. The contractor shall work primarily off site to conduct course development, including technical and instructional features, translation, hosting, maintenance and support for the current PHRP and any newly developed e-learning courses. Experience designing and managing complex e-learning solutions for adults as a prime contractor, as noted above is a critical factor in determining capability. A draft Statement of Work (SOW)/ Performance Work Statement (PWS) is attached to this notice. Response Requirements: Please submit the following information: Name and address of company and or companies (if there is a teaming arrangement) 1. Corporate capabilities - Refer to experience list above 2. Relevant experience, including: • Contract name • Contracting Agency or Department • State whether you are the prime contractor or sub-contractor • Yearly contract value (in $$) • If you are a Sub-contractor, state your value ($$) • Period of performance • Description of work and how it relates to requirements. If you are a Sub-contractor, describe the work you do as compared to the contract scope of work. 3. Suggested Contract Type for requirement • All responses should include a suggested contract type (Firm fixed price, Labor Hours/Time & Materials, etc.), and rationale which will provide the most cost efficient and technically effective approach to the contract performance Submission requirements: 1. Page limit - five (5) 8 ½ x 11 pages 2. 1 inch margins (top, bottom and sides) 3. Times New Roman font - 12 point 4. Page limitation does not include (1 cover page, or 1 letter of introduction page) 5. Do not include promotional materials In addition to providing information adequate for the Government to determine capability as specified above, all responding firms are requested to identify their firm's size and type of business. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 541519 OTHER COMPUTER RELATED SERVICES and the Small Business Standard is $27.5 million. Firms must be a GSA MOBIS Schedule 874.4 contract holder. Teaming arrangements and joint ventures may be considered for any subsequent procurement based on the Government's market research. Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b). The capability statement shall be in sufficient enough detail, but not exceed 5 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Please specify one primary and one alternate Point of Contact (POC) within your firm, including telephone numbers and email addresses. Your capability statement should include a list of up to three customers (Government/non-Government) within the past 3-year period highlighting work similar in nature, scope, complexity, and difficulty and a brief description of the scope of work. Only electronic copies of capability statements will be accepted and should be emailed to briscoee@mail.nih.gov. The e-mail shall contain the following subject line: Sources Support, Development, and Outreach Services for the OER Protection of Human Research Participants eLearning Courses.
