Description
This requirement is intended to inform the United States Special Operations Command (USSOCOM) on the operational utility, system reliability, and sustainability of a Tactical Unmanned Aircraft System (TUAS) to provide persistent Airborne Intelligence, Surveillance, and Reconnaissance (AISR) services to Special Operations Forces (SOF) deployed in the United States Central Command (USCENTCOM) Area of Responsibility (AOR). The Contractor shall provide qualified personnel to perform all operational, engineering, and sustainment efforts necessary to effectively execute pre-deployment, deployment operations, post-deployment, and engineering support activities to deploy and operate a TUAS to provide AISR support from designated locations in support of various USSOCOM missions under a Contractor-Owned / Contractor-Operated (CO/CO) arrangement. This TUAS shall deploy under a Remote Split Operations paradigm with the Mission Control Element (MCE) located at a designated CONUS Tactical Operations Center and the Launch and Recovery Element (LRE) forward-deployed to the USCENTCOM AOR. The operational goal assumes a full AISR payload with the LRE located approximately 350 nm from the area of interest with an estimated 4-6 hours of Time-On Station (TOS). The key tenets of this Operational Assessment (OA) include: (1) a 70-day pre-deployment preparation, training and certification of personnel, staging of equipment for forward movement, readiness for deployment to the USCENTCOM AOR, deployment to the USCENTCOM AOR, and an integration period not-to-exceed 10-calendar days, then (2) an initial 90 consecutive days at 175-hours per 30-day period of AISR support as coordinated by the Government Flight Representative (GFR).
