- This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The government intends to issue a Purchase Order in accordance with FAR PART 13.106 for the requirement herein using Simplified Acquisition Procedures. The solicitation number is FDA_15-233-1149568. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-82, May 7, 2015. This requirement is set aside for small business. Requirement: The U.S. Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR), requires a Micro-Spectrometer and Micro-Spectrophotometer System to be mounted on an existing Nikon, Eclipse 80i Microscope, Serial Number 550592. Background/Statement of Need: The Micro-Spectrometer and Micro-Spectrophotometer is required to measure the excitation and emission profiles of novel fluorescent histochemical tracers when bound to target tissue components. Although many fluorescent dyes change their spectrofluorometric profiles upon binding to specific biological structures, these measure cannot be obtained with a standard spectrofluorometer since it only detects dyes in solution. The acquisition of a Micro-Spectrometer and Micro-Spectrophotometer will allow for optimizing the filter systems used to visualize various fluorescent dyes bound within brain tissue sections. Initial uses would include the characterization of the fluorochromes bound to their biological target, Fluoro-Gold, Fluoro-Jade C, Amylo-Glo, Fluoro-Turquoise and Euro-Glo. Additionally, this system could distinguish between metachromatic staining in which the same dye exhibits a different excitation / emission profile, depending on which structure it binds to. Examples of this include Fluoro-Gold's metachromatic staining of DNA vs RNA and Amylo-Glo's metachromatic staining of parenchymal vs. vascular amyloid plaques. Solicitation Provisions The provision at FAR 52.212-1 Instructions to Offerors - Commercial Items applies to this solicitation. The following FAR 52.212-1 addenda apply: Paragraph (b)(4). To ensure information is available, offerors shall furnish as part of their proposal all descriptive material necessary for the government to conclusively determine that the product offered will be technically capable of meeting or exceeding the Government's requirements. The government is not responsible for locating or securing any information, which is not identified in the proposal. The provision at FAR 52.212-2 Evaluation-Commercial Items is applicable to this solicitation. The following subparagraph (a) factors apply: (i) Technical Capability (See FAR Provision 52.212-1 (b)(4) and addenda thereto) (ii) Price Technical capability is more important than price in determining the best value to the Government though price remains a significant consideration. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
