Description
Background: The Army Contracting Command- New Jersey, Picatinny Arsenal, New Jersey entered into a Section 845 Prototype Other Transaction Agreement (OTA) for Spectrum Access Technologies with the National Spectrum Consortium (NSC). The Office of the Deputy Assistant Secretary of Defense, Emerging Capabilities and Prototyping (ODASD, EC&P), in partnership with the Department of Defense Chief Information Office and Joint Staff J6 Office, through this Other Transaction Agreement, is collaborating with the NSC to carry out a coordinated research and development program designed to develop prototype hardware, software, and system technologies directly relevant to the development of weapons and weapon systems proposed to be acquired or developed by the Department of Defense (DoD). The Naval Research Laboratory is sponsoring an Industry Day to provide information to potential proposers on the objectives of the ATOLL program, in advance of a planned Request for Initiative Proposal announcement. ATOLL allows for prototyping innovative solutions for high-bandwidth free-space optical communications for cost-effective tactical level digital communications for the United States Marine Corps (USMC) and the United States Navy (USN) networks. Teaming discussions among consortium members is strongly encouraged. A generic prototype configuration is envisioned as: 1. An optical antenna capable of operation in USMC/USN operationally relevant installations 2. A coarse pointing, acquisition, and system able to automatically establish and maintain FSO links between terminals when provided bearings between terminals from an external source 3. A modem(s) for communication between the optical antenna and USMC/USN network elements that complies with standard networking interfaces and effectively manages the nuances of terrestrial line-of-sight FSO links The system(s) proposed must be unaided eye safe at the aperture and comply with stringent Space, Weight, and Power (SWAP) and manpower constraints. Demonstrated innovation is encouraged, and consideration of all possible solutions (i.e. use of commercial, Government, and/or military systems and components) may be entertained. Developing within budget and schedule constraints will be critical to the successful fielding of FSO systems. Registration is limited by the venue capacity. Please nominate 2 attendees from each institution. The registration cutoff date is June 03, 2015, or at attendance capacity, whichever comes first. If there is additional space available after the registration deadline, institutions will be permitted to add participants on a first-come, first-serve basis. Following Government presentations and general Question and Answers, there will be an opportunity for 15 minute individual meetings with the Government technical team to address further questions. Limited spots are available, so early requests are encouraged. Further questions about this announcement should be directed to the RSVP email provided below, as appropriate. Any information provided in the anticipated release of the ATOLL Request for Initiative Proposal will take precedence over any information listed here.
