- Synopsis: The US Army Medical Research Acquisition Activity (USAMRAA), acting on behalf of the Defense Centers of Excellence (DCOE) for Psychological Health (PH) and Traumatic Brain Injury (TBI) intends to acquire by contract non-personal services. The general DCOE requirements include: Outreach/Transition Support Contract Call Center support to individuals directly or indirectly affected by PH and TBI. DcoE seeks contractor support to establish and maintain a 24 hours a day, 7 days a week (24/7) Outreach/Transition Support Contact Call Center Program that provides a toll-free number for a broad range of users, including Service Members and Veterans and their families, caregivers, military leaders, clinicians, employers, researchers, educators, and community members at both CONUS and OCONUS locations. The DCoE Outreach/Transition Support Contact Call Center Program will be staffed by professionals who are trained, certified, and licensed in varying careers that support the mental healthcare profession, i.e. social workers, etc., to bridge the transitional knowledge gap between identification and receipt of Mental Health Services. These professionals are not required to provide direct hands-on medical care or indirect care to DOD Beneficiaries under the terms conditions of this contract nor are these professionals required or responsible for making call eligibility determination. Membership or eligibility determination is not a requirement or function of the contract. Additionally, contractor support involves providing outreach support to the DCoE HQ. The Contractor support also involves maintaining and periodically updating the DCoE Resource Database. This procurement is Full and Open Competition with a requirement for a Subcontracting Plan for Small Business. The NAICS Code and Size Standard are 561422 and $15 Million. The Solicitation will be issued on or about 30 June 2015 and can be accessed through www.fbo.gov. The Period of Performance is 30 September 2015 to 29 September 2016 with (3) three one year option periods. Telephone, written or electronic request of hard copies of the solicitation document is discouraged. Vendors interested in this solicitation should access www.fbo.gov for issuance of the solicitation, associated documents and solicitation amendments. Vendors will not be directly notified of solicitation amendments.
