Description
The combined solicitation number is VA245-15-Q-0146, LDI Training 2016. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR). This requirement shall provide necessary supervision, labor, materials, supplies and equipment to facilitate the VISN 5 Leadership Development Institute (LDI) Training Program in accordance (IAW) the Statement of Work (SOW) below and the terms and conditions of the contract. The associated North America Industry Classification System (NAICS) code is: 611710 and the small business size standard is: $15 Million. The Government contemplates award of a Firm Fixed Price (unit of issue is fixed) for Base Year Contract, Period of Performance (POP) for one (1) year plus Four (4) Option Years. Base Year: 1 Oct 2015 through 30 Sep 2016 Option Year One (1): 1 Oct 2016 through 30 Sep 2017 Option Year Two (2): 1Oct 2017 through 30 Sep 2018 Option Year Three (3): 1 Oct 2018 through 30 Sep 2019 Option Year Four (4): 1 Oct 2019 through 30 Sep 2020 Description of Requirement: CLIN 0001 - Contractor shall provide necessary supervision, labor, materials, supplies and equipment to facilitate the VISN 5 Leadership Development Institute (LDI) Training Program in accordance (IAW) the Statement of Work (SOW) below and terms and conditions of the contract. Scope of Work The Leadership Development Institute (LDI) is a VISN-wide, yearlong competitive leadership program offered to GS 11 to 13 level, wage grade (WG) equivalent, and Title 38 equivalent employees. It targets the development of identified, high potential leaders. Specifically, a high potential employee is one who: "Exhibits high performance in his/her current position "Has the desire to learn and work towards a leadership role "Displays competencies specified in the VA identified six broad leadership competency categories. The program includes: "Formal mentoring and/or coaching "Course based on VHA VISN LEAD Curriculum Components "Variety of learning and instructional methodologies "Self-assessment tool like the Myers-Briggs Type Indicator (MBTI) "Personal development plan with the collaboration of their supervisor and coach/mentor "VA Leadership Competency Model 180 ° or 360 ° individual assessment tool "Kirkpatrick's Level 1 and Level 2 assessment "Online discussions, collaboration, sharing and participation "Individual and group experiential learning activities "Individual capstone project Participants who successfully complete the program earn 120 continuing education hours. 2. Background There are twelve (12) face-to-face classroom-training sessions spaced out within the fiscal year (FY) for no more than 35 participants. Each month, the participants meet for their training conducted by selected speakers at the Maritime Institute. Speakers for the monthly event range from internal and external sources. There are also three (3) to four (4) off site group learning activity in the form of organized field trips. There may be online discussions, collaborations, sharing, and participation. The course syllabus includes: "Leadership Training Program Overview This introductory class presents a complete overview of the course content and yearlong learning objectives. There is a facilitated and guided discussion of learning objectives, expectations of the research project, offsite experiential learning experiences, and the overall outcome expectations of the LDI Program. The participants receive instruction on completion of self-assessment instruments and the 180 ° or 360 ° assessments, personal development plans, and coaching/mentoring. The class content examines the competencies of the individual by exploring the rich variations of personality styles and their applications in the work environment. There is a didactic and discussion of presentation styles and presentation of the eight core competencies of the HPDM and their application at all levels of the organization. The class content includes a didactic and interactive discussion about general leadership concepts using a historical approach. There is a didactic and discussion of coaching and mentoring as an organizational intervention to prepare participants for their coaching or mentoring experience. The class content includes basic research principles and practices, criteria for selecting appropriate research topics, discussion of evaluation tools such as Kirkpatrick Levels 1-4 and Return on Investment (ROI). There is a didactic and interactive discussion on how participants may develop their individual projects. There is also a didactic and interactive session for effective communication skills for presentation of ideas, projects, and action plans. The class content includes discussion of ethically appropriate behaviors in leadership. There is a framework for selecting appropriate options and course of actions in ethically challenging situations and issues. There is also a discussion of the results of the 180 ° or 360 ° assessments and its effective application in the personal development plan. The class content includes a didactic portion and interactive discussion, individual and group-learning activities identifying, describing signs of conflict and its effective management. There is also a self-assessment portion on the most commonly used conflict management techniques. "The Leader: Why Should Someone Follow You?/The Leader as a Business Person The class content includes the development of a leadership framework, maximizing individual differences and the use of best styles of influence. There is also a didactic session describing the VA departmental demographics, the models of good and bad corporate and government leadership a discussion of personal growth and leadership issues. "VISN Special Topics The class content includes a didactic and interactive session incorporating VISN initiatives: Budget, Patient Centered Care, Women's Health, Rural Health, Data Warehouse, and other significant topics. The class content includes a didactic and interactive discussion about the concept of a learning organization and the three building blocks to create this organization. Using accelerated learning principles, the participants also complete the learning style inventory/assessment and discuss the strategies of utilizing their preferences in learning. The class content includes identifying the budget process in the government, the role of leadership in building a budget, and its linkage to the roles of the Office of Management and Budget and Congress. There is a didactic and interactive discussion on strategic planning and its role in government, its link to the budget process, and public policy. The class content also includes providing an overview of emerging human resource issues in the federal sector, comparisons of these issues with the private sector as well as interactive group exercises and discussions on how these issues may be addressed in the VA. The following topics will be reviewed by the VISN 5 Representative and the contractor: "Individual Project Presentation (Mandatory) The class content is participant driven. Each participant presents the completed individual project with brief question and answer session. The participants receive an evaluation from their peers and invited guests using a predetermined rubric. "The Dance (Optional) The class content includes a didactic and interactive discussion on the effective and appropriate use of humor in the workplace. The participants link humor and VHA leadership competencies. "Individual Experiential Learning Activity (Optional) The participants receive a list of available learning activities within the organization to enhance learning following their own preferences and points of interest. "Group Learning Activity (Mandatory) The participants organize into teams for each of the following medical facilities in VISN 5: Baltimore and/or Perry Point Md., Washington DC and West Virginia. Each team provides a daylong presentation by arranging for speakers, activities, and showing specific department services. "Formal Mentoring (Mandatory) The VISN 5 Representative will coordinate the mentoring match. "Online Discussion, Collaboration, Sharing and Participation (Mandatory) The content of the learning activity is participant driven. The participants meet online to discuss issues, trends, application of learned concepts in their workplace, problem solving, feedback, etc. to build camaraderie, promote continuous learning and create a community of practice. 3. Period of Performance Base Year: 10/1/15 - 9/30/16 Option Year 1: 10/1/16 - 9/30/17 Option Year 2: 10/1/17 - 9/30/18 Option Year 3: 10/1/18 - 9/30/19 Option Year 4: 10/1/19 - 9/30/20 The yearlong program follows the fiscal year cycle. It starts in October and ends in September of the following year. Selected speakers from both internal and external sources deliver the course content as scheduled within the year. Participants schedule their own meeting with the coach/mentor assigned, complete their own personal development plan and conduct their own independent experiential activity. Field trips are included in the scheduled list of learning activities in the course syllabus. 4. Physical Location Except for the offsite field trips, the location for the classroom sessions is at the following address: Maritime Institute of Technology 692 Maritime Boulevard Linthicum Heights, Md 21090 5. Supplies and Equipment "The Contractor shall be responsible for reserving and submitting payment for the training/classroom space at the Maritime Institute of Technology. "The Contractor shall be responsible for providing the external speakers and providing payment. External speakers/contractors provide all the labor, equipment, materials, supplies and services during their presentation. "External speakers/contractors provide and pay for books, manuals, and evaluation/assessment tools. "Internal speakers provide the instructional design and its implementation during their presentation; the VISN 5 Representative will identify internal speakers. "Internal speakers receive a certificate of appreciation, which is prepared by the contractor. 6. Acceptance Criteria "The Government considers the service fully acceptable when the instructional design and its implementation contains the following elements: 1.There is a needs assessment that links instruction to the Agency's business goals, initiatives and strategies. 2.Learning objectives are specific, measurable, agreed upon, and realistic. 3.The Contractor/speaker presented instruction within the date and time agreed. 4.The Contractor shall work with the participants on their individual projects and provides guidance. 5.The participants achieve all the learning objectives set. 6. There is a positive evaluation of the course content and the speaker presentation. 7. Special Requirements: "Maritime Institute of Technology provides the classroom, audio-video equipment, microphone, flip charts, markers, pens, and pads. "External Speakers/Contractors provide the PowerPoint slide presentation, handouts and other equipment or materials for instruction other than provided by the Agency. "The Contractor shall be responsible for issuing the certificates of completions/graduation certificates, graduation invitations, programs for the graduation ceremony, graduation gifts, and allowing up to 100 participants and guests at the graduation. "The Contractor shall be responsible for other administrative tasks, such as providing the sign-in sheets and ensuring a copy is provided to the VISN 5 Representative. "The Contractor shall provide a schedule with the dates and topics of each monthly session prior to the program start (preferred two months in advance). The VISN 5 Representative will collaborate with the contractor on the required topics. "The Contractor shall review the participant's IDP and provide feedback and oversee the Class Management System. "The Contractor shall review the assessment tools with the participants. 8. Evaluation Criteria: The Contractor shall have an extensive history and proven track records in providing leadership training and guidance on project management and system redesign. The Contractor shall have knowledge of building a leadership training curriculum and providing dynamic speakers. The Contractor shall have experience with coordinating a large-scale ceremony. Contractor shall be able and willing to customize their curriculum to meet the needs of the organization and specific needs of the target audience and to provide appropriate coaching and follow-up activities as indicated to ensure application and skill building.
