- Please see attached Scope of Work and submit your bid. This is a Procurement Opportunity with Adams and Associates and the New Hampshire Job Corps Center and not with the U.S. Federal Government. Adams and Associates, Inc., contracting for the U.S. Department of Labor for the operation of the New Hampshire Job Corps Center - a 300 student residential training facility located at 943 Dunbarton Road Manchester, NH 03102 is currently soliciting written bids for Driver's Education Services. All quotes must be submitted in writing to the Purchasing Department by Quotes received after the deadline and/or without all requested documentation will not be considered. SCOPE OF SERVICES The Center Driver's Education Instructor agrees to provide students of the New Hampshire Job Corps Center with 40 hours per week of the services stated herein for an 18 month base period, and 3 one year options thereafter. The base period of this subcontract is October 1, 2015 through March 31, 2017. Service periods are subject to change upon contract awards. Such services will be provided as authorized by the Center Director or his/her representative as follows: 1. Provide Driver Education to include classroom and road training for New Hampshire Job Corps Center students in accordance with the curriculum and requirements of the New Hampshire Department of Motor Vehicles. 2. Ensure that instruction is in accordance with the requirements of the USDOL contract, the Policy and Requirements Handbook (PRH), and Adams and Associates Standard Operating Procedures and handbooks, utilizing Job Corps developed curriculum and Program Instruction and Training Achievement Records. 3. Ensure that instruction incorporates a process of self-paced, open-entry/open-exit format learning and is structured in three (3) modules: Module 1, Classwork; Module 2, Driving Instruction; Module 3, On-the-Road practice. 4. Ensure that students complete a minimum of thirty (30) hour of classroom instructions with certified driver education instructor, ten (10) hours of behind-the-wheel practice with a certified driver education instructor, six (6) hours of driving observation with a certified driver education instructor, and are, in the instructor's opinion, competent to be scheduled for a road test. 5. Schedule and transport students to the Registry of Motor Vehicles testing centers as appropriate. 6. Maintain accurately all required student progress records and other student reporting documentation as requested by Adams and Associates. 7. Ensure that the interaction between the instructor and the students meets all of the required standards as set out in the documentation shown in paragraph two (2) above. 8. The instructor will not be required to perform services on those weeks that the students are on break (usually 4 weeks per year) or as directed by Adams and Associates in the monthly schedule. Adams and Associates, Inc. through the New Hampshire Job Corps Center shall provide: 1. Equipped workrooms and training facilities at the New Hampshire Job Corps Center to be utilized by the instructor. 2. A Driver Education vehicle, equipped with dual brakes, and prominently identified as a Driver Education vehicle. 3. Registration as a Driving School 4. Orientation for the instructor in all New Hampshire Job Corps Center procedures and requirements. 5. Staff support for the instructor in the administration, supervision, and counseling of students. 6. By the 1st day of every month, a schedule for the instructor showing the hours and days of the following month that the instructor is required to provide Driver's Education Services. 7. Payment to the instructor for services provided. 8. All necessary documentation to support the instructor's role as a service provider at the New Hampshire Job Corps Center. 9. A clear reporting process for the instructor to deal with administrative and student concerns and issues that arise in the context of this service. 10. Insurance coverage for all students undertaking Driver Education training and for all of the vehicles being used for that training. 11. Payment of all student fees for Learner's Permits, Tests, and Driver's Licenses. Note: Please check in at the welcome center on the scheduled days of service. Vendor must include the Scope of Work Identification number on submitted bid. The period of performance is from October 1, 2015 through March 31, 2017. The option periods are: 1. April 1, 2017 - March 31, 2018 2. April 1, 2018 - March 31, 2019 3. If unable to quote, please indicate ‘No Bid' and return bid package to us. Adams and Associates, Inc. reserves the right to reject any bids and select the bid deemed most responsible. Bidders should be aware of bid requirements for federally funded projects and act accordingly. Bidders are placed on notice that this is a competitive bid process and cost is an important fact. Overall low bid does not constitute bid award. EVALUATION CRITERIA Evaluation Criteria Point Value Price: Responsible Contractor who can perform effective services at the lowest reasonable price. 60 Quality: Demonstrated experience and knowledge capabilities; Technical Excellence; Management Capabilities; Personnel qualification; Quality of the Tender packages; Technical excellence including where necessary, technical drawings, blue prints. 20 Past Performance: Past services to center or list of references for verification purposes. 10 Schedule: Explanation on how services will be carried out and the delivery timeframe. 10 TOTAL POINTS 100 New Hampshire Job Corps Center is a federally funded facility. Payment terms are Net 30 days from date of invoice. Vendor is required to show number of hours billed and hourly rate on invoice, list of materials used to complete service and provide certified payroll records with invoice. All question regarding the Invitation to Bid and/or scope of work must be submitted in writing to: rrodriguez@adamsaai.com. No phone calls will be accepted. Vendor shall hold all licenses necessary to do business in the state of New Hampshire and provide copies of all licenses with bid package. The vendor shall obtain and maintain insurance as follows: • Workers Compensation must meet state statutory limit requirements, including those for Employer's Liability, if applicable • Comprehensive General Liability with New Hampshire Job Corps Center listed as additional insured. ($1,000,000 per occurrence). • Comprehensive Automobile Liability ($1,000,000/combined single limit) • Fire Legal Liability ($500,000 per occurrence) The proposed shall cover any and all expenses not covered by said insurance including all deductibles.
