- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE NOT AVAILABLE. RESPONSE DATE: June 5, 2015, 1:00 p.m. CST NAICS: 333120 POINT OF CONTACT: Sierra.S.Marshall@usace.army.mil The U.S. Army Corps of Engineers, Memphis District is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for furnishing all plant, labor, materials and equipment to successfully manufacture and performance test not more than four (4) mobile mixing and pumping units (MPU). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 333120. Project Description: The work consists of furnishing all plant, labor, materials and equipment to successfully manufacture and performance test not more than four (4) mobile mixing and pumping units (MPU). Each MPU shall come with standard 1 year warranty. Acceptance testing to validate performance shall be performed on one (1) initial finished unit to demonstrate the proper operation of equipment and properties of the final blended slurry water gel explosive are being achieved. Upon successful testing, demonstration, and operation of the first initial unit, the remaining three (3) units will be authorized for fabrication and commissioned in accordance with successful acceptance testing. The contractor shall perform and confirm successful results of factory tests used to calibrate and render the operation of any MPU unit safe for working with the final blended slurry water gel explosive prior to acceptance testing. The manufactured MPU's shall enable the mixing of two (2) components; 1) a dry aluminum powder and; 2) a water gel solution. The MPU shall mix/blend the components at a specific and controlled ratio. The specific ratio of dry aluminum powder and water gel solution is then pumped by the MPU through approximately fifty to seventy-five feet of 2.5 inch flexible hose into a 4 inch diameter high density polyethylene plastic pipe (HDPE). The HDPE pipe is buried at a depth of approximately seven feet in a horizontal position at lengths up to 1000 feet. The MPU will have on unit storage capacity via storage bin for the aluminum powder component. The MPU will pump the water gel component from a USACE supplied storage tank connected to the MPU via a 2.5 inch flexible hose connection. The MPU aluminum powder storage bin will have capability of being loaded via 55 gallon drums of powdered aluminum using specialized forklifts. The MPU will have intrinsic safety monitoring devices to monitor temperature, pressure, flow rates of the various components and finial mixed finished product. All exposed gears and chains shall be covered by a guard. The final blended slurry water gel product to be pumped is classified as an 'explosive' and appropriate fabrication and safety methods and equipment used to mix, pump, and transfer explosive slurry must be utilized in the fabrication of the MPU's. The final build and fabrication of the four (4) units will require that two (2) units be of 'Right-hand' product discharge and operation and 2 units be of 'Left-hand' product discharge and operation. This is to facilitate the tandem operation of both a right-hand and left-hand unit simultaneously when the loading of two pipes running horizontally in opposite directions is advantageous in the field. The contractor shall provide written instructions of operation, complete set of engineering drawings of the MPU, full maintenance schedule, and a complete parts listing including all parts and components of the MPU. On-site operator and maintenance training for authorized personnel will be conducted by the contractor for up to 2-weeks in length either consecutive or non-consecutive in time schedule with the option of having one or both weeks of training at Ft. Polk, Louisiana or Memphis, Tennessee. Acceptance testing by the Government will be performed at Ft. Polk, Louisiana and the contractor will be required to transport the MPU to the site and provide the necessary operators, management, and other technical personnel needed to operate the MPU. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract requirements, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size (socioeconomic) and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. [Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.] The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made.
