APPENDIX B - HW LIST PERFORMANCE WORK STATEMENT SCA WAGE DETERMINATION PROPOSED LABOR CATEGORIES SOLICITATION FA8501-15-R-0013 This requirement was synopsized IAW FAR Subpart 5.2. The presolicitation notice F3QCAM5014A002 was posted on 11 May 2015. This solicitation shall serve as notice that the Government intends to acquire the necessary supplies and services required to ensure continued performance of highly specialized technical services at Robins Air Force Base (AFB) in support of product data systems, data management, conversion and migration processes, and transformation initiatives. Below is a high-level summary of performance areas requiring the acquisition of these technical support services: • Product and engineering data processes and improvement efforts, to include those required to prepare/transform data into new/updated Air Force data standards and to transition data and capabilities into Air Force enterprise-level systems currently in various stages of planning, development and/or implementation. • Management, maintenance, and administration of primary and contingency product data systems and tools, which enable/facilitate data improvement initiatives and data management, creation, sustainment, storage and distribution processes. • Management and execution of processes to facilitate migration of product data to higher intelligence levels and to establish relationships between various types of product data. In the past, the Government has made several attempts to identify additional vendors. The latest RFI (FA8501-14-R-RFI01) for Product Data Systems, Data Management and Migration Support was placed on the FBO site on 13 Feb 2014. At that time, the acquisition team tried to identify potential sources (large and small business) that may possess the expertise, capabilities, and experience to meet the requirements for the qualification of the Product Data Systems, Data Management and Migration Support (PDS) program. No other viable candidates were found. As such, the agency's minimum needs can only be satisfied by the unique supplies or services available from the incumbent contractor. IAW FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the Government intends to solicit and negotiate for award a sole-source five-year IDIQ services contract with Northrop Grumman Technical Services, Inc.. 2340 Dulles Corner Blvd., Herndon, VA 20171. Cage Code: 0JRC1 The period of performance/ordering period will begin 10 September 2015 and end 09 September 2020. The maximum dollar value of the total contract is estimated at $80,000,000. Pricing arrangements will include firm-fixed price, cost plus fixed-fee, and cost reimbursable contract line items (CLINs). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The technical data required to respond to the solicitation will not be furnished as a part of the solicitation. Please refer to Page 30 of the attached PWS for the name and number of the Government Points of Contact from which you may obtain this and/or other applicable documents (Appendix A).
