Description
This is a pre-solicitation notice. The Federal Bureau of Prisons intends to make a single award to Solicitation RFQP0308031500010 to a responsible entity for the provision of Infectious Medical Waste, Hazardous and Non-Hazardous Pharmaceutical Waste Removal Services in accordance with the statement of work for the Health Services Department at the Federal Correctional Institution located at 3651 FCI Road, Marianna, Florida. The North American Industry Classification System (NAICS) Code is 562112 (Size Standard: $38.5 million). The requirement will be in accordance with standards and methods generally accepted within the field of Medical Waste Collection and Disposal, and compliance with all Federal State policy and regulations. The contractor shall adhere to all standards and regulations associated with the Joint commission on Accreditation of Healthcare Organizations (JCAHO) and American Correctional Association Foundation/Core Standards for Adult Correctional Institutions. The contractor will provide an estimated 26 pulls annually for infectious medical waste and 2 pulls annually for pharmaceutical waste. Required working hours are normally between the hours of 7:30 a.m. and 3:00 p.m., Monday through Friday. Actual pick up hours may vary contingent upon the needs of the institution. Proof of qualification will be required when responding to solicitation. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site 1. http: //www.fedbizopps.gov/. Hard copies of the solicitation will not be available. This site provides all downloading instructions to obtain a copy of the solicitation. All future information about this acquisition, including solicitation amendments, will be distributed solely through the referenced web-site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. Any contractor interested in receiving a contract award with the Federal Bureau of Prisons must be registered at www.sam.gov and http: //orca.bpn.gov. The successful individual/organization providing infectious medical waste, hazardous and non-hazardous pharmaceutical waste removal services under this contract award must furnish all supplies for the safe disposal of infectious medical waste, hazardous (including, but not limited to P-listed, U-listed, and D-listed) and non-hazardous pharmaceutical waste. In addition, the contractor will provide the Government with certified disposal documentation and invoices detailing the total weight of each pick-up. The contractor shall utilize a disposal facility for waste that is in accordance with all federal, state, county and city laws, rules and regulations, including the Environmental Protection Agency. The contractor shall submit copies of all required licensing documents, permits and proof if insurability with quotations. The contractor shall assume full responsibility for the compliance with all applicable laws and rules governing removal of infectious medical waste, hazardous and non-hazardous pharmaceutical waste. All responsible sources are encouraged to submit a quotation which will be considered for award. The solicitation will be available on or about June 1, 2015 with an anticipated due date for the receipt of quotes of June 21, 2015 at 2:00 p.m. The Government reserves the right to award without discussion, therefore, each initial quote should contain the quoter's best term from a cost or price standpoint.
