Description
NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Human Resources (HR) Systems Branch contracting organization (AFLCMC/HIBK), located at 1960 1st Street West, Bldg. 977, Joint Base San Antonio (JBSA) - Randolph, Texas 78150 intends to issue a modification to increase the ceiling for the AF/A1 Personnel Services Delivery Transformation-Strategic Partnership (PSDT-SP) contract. This will increase contract FA8734-08-D-0003 from $319.5M to $353.5M an increase of $34M. The J&A increases the indefinite delivery/indefinite quantity contract ceiling to allow issuance of task orders for the remaining period of performance through 31 March 2016. The initial ceiling was based on anticipated sustainment cost reduction from CY2012 deployment of an integrated personnel and pay system which was delayed. The PSDT-SP contract services consist primarily of IT technical support for the ASF Personnel Center. The contract also provides support of the Air Force Personnel Service Center operations and business processes analysis to support Air Force Total Force process consolidation and reengineering. This J&A will allow continuation of the IT services to sustain the MilPDS system and other HR systems through 2016. The statutory authority applicable to permitting other than full and open competition is 10 U.S.C. 2304(i)(1)(B) as implemented by FAR 6.302-1(a) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
