The National Institute of Dental and Craniofacial Research improves oral, dental and craniofacial health through research, research training, and the dissemination of health information. The Intramural Research component of the NIDCR conducts 85% of their research in building 30 on the NIH main campus, this research involves several kinds of chemicals, biologicals, and reagents. Most of these items are temperature sensitive and the dry ice is used to provide stable temperatures. The NIDCR has a requirement for Dry Ice Pellets. (i) "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued." (ii) The solicitation number is NHLBI-CSB-DE-2015-139-KEW and the solicitation is issued as a request for proposal (RFP). (iii) The solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82 effective 07 MAY 2015. (iv) The associated NAICS code is 312113, Ice Manufacturing, and the small business size standard is 500 employees. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. (v) The Contractor Requirements are listed below: (vi) The Contractor Shall: A: The contractor shall provide the following product to the requested specifications: 1. 52,450 pounds of Dry Ice Rice Pellets ¼" diameter B: Delivery Instructions 1. 1000 pounds a week split evenly between Monday and Thursday 2. 100 pounds will be dumped into each of the five (5) ice bins distributed on floors 1-5 of building 30 (vii) Period of Performance: Base Year: June 13th, 2015 - June 12th, 2016 Option Year 1: June 13th, 2016 - June 12th, 2017 Option Year 2: June 13th, 2017 - June 12th, 2018 Delivery Location: National Institutes of Health, NIDCR 9000 Rockville Pike Building 30, Floors 1-5 Bethesda, MD 20892 (viii) The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. (ix) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, is applicable. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Award will be made to the vendor providing the lowest price technically acceptable quote. To be technically acceptable the vendor must provide the requested product to specification. (x) FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, is applicable. An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov.
