Description
Addendum: NAVSEA issued a full-and-open, competitive solicitation (N00024-15-R-5201) on 16 October 2014 for the build-to-print production of the Common Processing System (CPS) Technology Insertion (TI) 16. Before receipt of proposals, on 17 March 2015, a protest on the terms of Solicitation No. N00024-15-R-5201 was submitted to the U.S. Government Accountability Office (GAO). NAVSEA took corrective action to conduct additional market research in accordance with FAR Part 10 and FAR 19.502-2, to determine whether there exists a reasonable expectation that: 1. Offers will be obtained from at least two responsible small business concerns offering the products of different small business concerns; 2. and award will be made at fair market prices. After extensive market research it is not expected that offers will be obtained from at least two responsible small-business concerns in support of the CPS TI 16 requirement to manufacture, assemble, test and deliver CPS TI 16 units at the Government's required production rates and lead times in order to support modernization and shipbuilding new construction programs. The Navy is continuing with the unrestricted full-and-open competition previously solicited under Solicitation No. N00024-15-R-5201, which closed 17-March-2015. No further action is required on the part of industry. This is not an amendment to the solicitation.
