- Solicitation Number: W912PF-15-R-0023 Maintenance and repair of the photovoltaic systems, Darby Military Community, Italy Notice Type: Combined Synopsis/Solicitation Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 using Simplified Acquisition Procedures for commercial information found at FAR Part 13 and as supplemented with the additional information included in the attached solicitation W912PF-15-R-0023. The solicitation is unrestricted and all interested Vendors shall submit written quotes (oral quotes will not be accepted). The North American Industry Classification System (NAICS) code for this project is 221122. The purpose of this combined synopsis/solicitation is to perform, for a period of a base year plus two (2) option years, the performance of maintenance and repair of the photovoltaic systems. Description of the service (see the attached solicitation W912PF-15-R-0023 for more details): Contractor shall manage and provide all equipment, tools and labor necessary to perform the services called for by these specifications; the service will be performed in the USAG Vicenza DMC Livorno area. The maintenance required under this service shall be performed by expert and qualified personnel (see PWS point 4.1) equipped with all DPI required by laws and norms. PV systems are all installed on the roofs of the buildings: the contractor, under own organization, is responsible to provide all required tools and equipments in order to permit its operators to get access to the roofs themselves, in accordance with safety norms and standards, in order to fulfill with all the operations required. The Government will ask the contractor to perform services for maintenance, repair, urgency repair, upgrade, renewal, replacement, substitution, code compliance or renovating for the systems and their components. All the operators involved in the maintenance shall be certified as Addetto ai Lavori in Quota (see PWS point 4.1 for the various certifications requested). The technical laws and norms having a strict reference to the specifications are the following ones: D.Lgs n.81-2008 e smi; Testo Unico in Materia di Sicurezza; D.M. n.37-2008: Regolamento concernente l'attuazione dell'art.11-quaterdicies, comma 13, lettera a), della Legge n.248 del 02/12/2005, recante riordino delle disposizioni in materia di attivit di installazione degli impianti all'interno degli edifici; CEI 64-8: Impianti Elettrici utilizzatori a tensione nominale non superiore a 1000V in c.a. e 1500V in c.c.; CEI 11-1: Impianti Elettrici con tensione superiore a 1kV in c.a. e Impianti di terra in relazione alle tensioni; CEI EN 50110-1: Esercizio degli Impianti Elettrici; NEC: American National Electric Code; Any other applicable safety and technical law and norm; Standards Operating and Owner's Manuals. Method of Contracting: This will be a Request for Proposal (RFP) resulting in a Hybrid Firm Fixed Price and Time and Materials contract. Offer due date: Quotes must be addressed to Ms. Elisa Orsini with the solicitation number W912PF-15-R-0023 no later than 2:00PM (GMT+01:00, Rome) on May 26, 2015. Place of delivery: Camp Darby, Via Aurelia, Edificio 5131 Zona Deposito, 56128 Tirrenia (Pisa), Italy. Proposal copy: One electronic (CD-R or DVD-R) copy of the proposal shall be submitted. This includes one original dated quote signed by an official fully authorized to bind the Vendor. The CD-ROM or DVD shall be Read Only and all documents shall be submitted in Microsoft Office (version 2007 compatible) formats or Adobe Acrobat (PDF). All responsible vendors may submit a quote, which shall be considered by the agency. Site Visit: The site visit will be held on May 19, 2015, 2:00PM. The meeting point will be Gate #27, Camp Darby, Depot Area. In order to participate all interested parties are invited to indicate their interest by submitting an email not later than Close of Business (COB) May 8, 2015, to the following e-mail address: elisa.orsini2.ln@mail.mil. Please attach copy of your Identity Card to the e-mail. All quotes shall include the price to include the base and the option years (regarding the quotes submitted in Euro currency, The United States Government is exempt from payment of Imposta Valore Aggiunto (IVA) tax in accordance with DFAR 252.229-7003, Tax Exemptions, and with Article 72 of the Italian IVA implementing Decree Law 633, dated October 26, 1972. ), the certifications above mentioned and the information about the company, point of contact, point of contact phone number, GSA contract number (if applicable) and any payment discount terms.
