Description
Form to request access to view the solicitation The Department of Defense Dependents Schools Europe (DoDDS-E) intends to issue a Request for Quote (RFQ)/Solicitation for the acquisition of services for the Student Transportation Security Services Program (STSSP) for security training in Italy and Spain, Mediterranean District. This DoDDS-E acquisition will be an Indefinite Delivery Requirements type contract with task orders being issued on a Fixed Price basis. It is anticipated that the contract will be issued for the following periods of performance including options: Base Period: Award - June 30, 2016 Option Period I: July 1, 2016 - June 30, 2017 Option Period II: July 1, 2017 - June 30, 2018 Option Period III: July 1, 2018 - June 30, 2019 Option Period IV: July 1, 2019 - June 30, 2020 In support of its education mission, DoDDS-Europe operates transportation services for students attending DoD schools in eight host nations. DoDDS-Europe does not own vehicles used for student transportation, nor does it employ drivers or adult safety or security attendants. Student transportation is obtained by contracts with host nation commercial bus transportation companies. The inherent vulnerabilities of student transportation regarding the threat of terrorist and criminal exploitation make it imperative that DoDDS-Europe operate an active student transportation security services program that is (a) tailored to identification and assessment, containment and reduction of the risk to student security during daily transportation to and from school and home; and (b) that puts in place structure and procedures to respond to and manage en route security emergencies when they occur. It is the Government's intention to publicize a solicitation (with restricted access) for the security training of school bus drivers and enhanced safety attendants (ESA) in Italy and Spain on FedBizOpps on/about 8 June 2015. To obtain access to the solicitation, once posted, companies must register and obtain a userid and password from www.fbo.gov. In addition, interested vendors must submit a Solicitation Restricted Access Request (Attached). This form must be completed and returned by those interested and eligible to submit quotes before access to the restricted documents will be granted. Please ensure the subject line of the e-mail reflects the correct solicitation number and "Solicitation Restricted Access Request." The Requirement: DoDDS-E seeks a contractor within the Security Training Industry to: 1. Develop security training curricula for two courses of instruction, initial and annual refresher, for an estimated 300 School Bus Drivers and Enhanced Safety Attendants in Italy; 2. Develop security training curricula for two courses of instruction, initial and annual refresher, for an estimated 50 School Bus Drivers and Enhanced Safety Attendants in Spain; and 3. Provide security training instructors that are (a) qualified and experienced in instructional methods and techniques; (b) subject-matter knowledgeable by reason of training and experience; and (c) able to speak the official language of the host nation in which the training takes place. This acquisition will be conducted using Full and Open Competition Procedures. The North American Industry Classification System (NAICS) Code is 611430- Professional and Management Development Training and the applicable small business size standard is $19M. The Government intends to evaluated quotes pursuant to FAR Part 13.5, Test Program for Certain Commercial Items, in conjunction with FAR Part 12; and as allowable by FAR 13.106-2(b)(1), the evaluation procedure prescribed in FAR 15.101-2, Lowest Price Technically Acceptable (LPTA). The instruction for submitting quotes will be included in the solicitation. This will be an electronic solicitation release; no hard copies will be mailed. TELEPHONE, E-MAIL AND FAX REQUESTS WILL NOT BE ACCEPTED. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring these sites to ensure you have the most up to date information about this acquisition.
