THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Army Single Face to Industry (ASFI). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. 2. The US Army Contracting Command is exploring options for Contractor performance to upgrade the existing Heating, Ventilation and Air Conditioning (HVAC) Computer System with up-to-date hardware and software, in four (4) Aberdeen Test Center Light Armor Range Complex buildings. The upgrade is designed to bring current system into compliance with current computer operating system requirements. In support of the upgrade, a Contractor would adhere to the following scope of work: a. Building #690 A/B (D-Ranges): Upgrade the existing Building Management System (BMS) in the four (4) Ranges, as follows: 1) Replace all Honeywell XL500 controllers with up-to-date Honeywell PUL-series controllers. 2) Program controllers to existing Sequence-of-Operation for all equipment. 3) Ensure all existing sensors and relays are compatible with the new system and will be reused. 4) Provide and install a new LonWorks twisted pair communication bus between existing controls and existing JACE in the Control Room. 5) Provide and install a new Dell desktop computer and uninterrupted power source (UPS) with Honeywell Supervisor Software installed. 6) Integrate all existing and new devices into the existing JACE and new Supervisor PC. 7) Provide and configure a FIN Builder graphics package on the Supervisor to operate in similar fashion to the existing system. 8) Provide Owner-Training. b. Upgrade Dwyer pressure sensors in the four (4) Ranges, as follows: 1) Furnish and install twenty (20) Dwyer Magnesense Series pressure sensors as follows. i) One per Range for Differential Pressure (Total of 4) ii) Two for each filter housing - 1 prefilter / 1 final filter (Total of 16) 2) Furnish and install a weather-tight enclosure to house the filter pressure sensors (Total of 4) 3) Range pressure sensors to remain in Range Area. c. Building #689 (C-Ranges): Upgrade the existing computer and software, as follows: 1) Furnish and install one (1) Dell Precision T3610 tower with Windows-7 for the ranges in Building #689, as follows: i) Computer will have multiple-display capability for future Command Center Project. 2) Furnish and install upgraded Honeywell WEBS-AX workbench supervisor software to be compatible with Windows-7. 3) Furnish and configure a Fin Builder graphics package on the new Supervisor PC. i) Provide licensing requirements for adding all Ranges in future networking project. ii) Configure for scalability for future networking project to integrate all Ranges to one Central Command location. 4) Furnish and install new license to upgrade the JACE WEBS-AX software for version compatibility. 5) Flash all the Spyder controllers to the latest firmware version and upgrade to the new Spyder tool for version compatibility. d. Building #688 (Range 6/6A): Upgrade the existing computers and software, as follows: 1) Furnish and install two (2) Dell Mobile Precision M6800 with Windows-7 for the ranges in Building #688. i) Set up users and passwords. ii) Set up browser connection to the building JACE. 2) Upgrade WEBS software for future networking project, as follows: i) Furnish and install new license to upgrade the JACE WEBS-AX software for Windows-7 compatibility. ii) Flash all Spyder controllers to the latest firmware version. iii) Upgrade to the new Spyder tool for version compatibility. e. Building #746 (Michaelsville Range): Upgrade the existing computer and software, as follows: 1) Furnish and install one (1) Dell Optiplex with Windows-7. i) Set up users and passwords. ii) Set up browser connection to the building JACE. 2) Upgrade WEBS software for future networking project, as follows: i) Furnish and install new license to upgrade the JACE WEBS-AX software for Windows-7 compatibility. ii) Flash all Spyder controllers to the latest firmware version. iii) Upgrade to the new Spyder tool for version compatibility. 3. ACC is seeking the following information: a. Potential Respondents shall describe how they would propose to successfully perform services, assuming that all services provided by Respondent would be accomplished in accordance with all applicable U.S. laws, regulations, policies, and procedures. b. Potential Respondents shall describe proposed financial plans, including, if appropriate, the manner in which charges levied for services rendered would be derived. Charges cannot be based on cost plus a percentage of cost. 4. Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates provided as a result of this request are quote mark best quote mark estimates only. 5. The response date for this market research is June 8, 2015. No collect calls will be accepted.
