15RJR43_syn_att 15RJR43_syn N00164-15-R-JR43 - UPGRADES TO ELECTRODYNAMIC EQUIPMENT - FSC 59 - NAICS - 334519 Anticipated Issue Date 1 JUN 2015 - Anticipated Closing Date 15 JUN 2015 - Time 02:00 PM EST FAR 52.219-6 Notice of Total Small Business Set-Aside Standard for NAICS Code 334519: 500. Naval Surface Warfare Center (NSWC), Crane Division, intends to procure upgrades to our current electrodynamic equipment for Environmental Test Services. The CLINs are as follows: CLIN 0001: Bay 124 Requirements (1 Kit) 1. Model SAL 150 Class D High Efficiency Power Amplifier 2. Shaker DC Field Supply with selectable levels 3. Model HE1000-2 Heat Exchanger 4. Remote Control Panel (with connectors to interface to existing Unholtz-Dickie shaker cables) 5. APEX SL Vibration Controller (with 12 channel workstation) 6. Individual software modules and calibration software Bay 124 consists of a Model T1000, S/N 225 and is in need of air cooled, high efficiency, digital power amplifier and field supply, controller, and software modules to drive the existing shaker for full rated performance. Must include the 6 requirements listed above, as well as a one year warranty. CLIN 0002: Bay 124 Installation (1 Each) CLIN 0003: Bay 124 Training (1 Each) CLIN 0004: Bay 129 Requirements (1 Kit) 1. Model SAI360 Class D High Efficiency Power Amplifier 2. Shaker DC Field Supply with Selectable levels 3. Model HE4000-2 Heat Exchanger 4. Remote Control Panel (with connectors to interface to existing Unholtz-Dickie shaker cables) 5. APEX SL Vibration Controller (with 12 channel workstation) 6. Individual software modules and calibration software Bay 129 consists of a Model T4000, S/N 125 and is in need of air cooled, high efficiency, digital power amplifier and field supply, controller, and software modules to drive the existing shaker for full rated performance. Must include the 6 requirements listed above, as well as a one year warranty. CLIN 0005: Bay 129 Installation (1 Each) CLIN 0006: Bay 129 Training (1 Each) CLIN 0007: Data (1 Lot) CLIN 0008: Option 1, Bay 127 Requirements (1 Kit) 1. Model SAI300 Class D High Efficiency Power Amplifier 2. Shaker DC Field Supply with delectable levels 3. Model HE1000-2 Heat Exchanges 4. Remote Control Panel (with connectors) 5. APEX SL Vibration Controller (with 12 channel workstation) 6. Individual software modules and calibration software 7. One day on-site Interface Analysis, Start-up, and training. CLIN 0009: Option 2, Bay 127 Installation (1 Each) CLIN 0010: Option 3, Bay 127 Training (1 Each) CLIN 0011: Option 4, Data (1 Lot) The required delivery date is 90 days After Date of Contract (ADC). Inspection and Acceptance is to be at Destination with delivery F.O.B. Destination: NSWC Crane. The anticipated award date is 30 June 2015. This requirement will be issued competitively as a 100% small business set-aside and all responsible sources may submit an offer that will be considered. The Government intends to award to the responsible offeror whose offer constitutes the lowest price, technically acceptable offer to the Government. This solicitation is being issued pursuant to the procedures at FAR 12 and will result in a Brand Name or Equal, firm-fixed price contract. Vendors proposing alternative items to the brand name items shall provide adequate documentation for each alternative item for the Technical Activity to make a technically acceptable or unacceptable determination by verifying that alternative item meets or exceeds all physical, functional, and performance characteristics of brand named items. Documentation for each alternate item proposed shall include dimensions of their amplifier, its power requirements, and provide in detail how they meet or exceed our evaluation criteria identified in the solicitation.. Any vendor who does not provide adequate documentation for review of "equal" items will not be considered for contract award. The resulting contract will require the delivery of technical data in accordance with attached Contract Data Requirements List (CDRL) A001, Commercial off-the-shelf (COTS) Manuals. Offerors should review all sections of the solicitation carefully and fill in all the blanks. Offers must be submitted in the solicitation format. All requirements are detailed in the solicitation, N00164-15-R-JR43, and attached Statement of Work and Salient Characteristics. To be eligible for award, contractors must be properly registered in the System for Award Management (SAM) via https://www.sam.gov. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 (1-334-206-7828 for international calls) or via the internet at https://www.acquisition.gov. In accordance with FAR 4.1201, prospective contractors shall also complete electronic annual representations and certifications at ORCA accessed via https://www.acquisition.gov in conjunction with required registration in the SAM database. In order to access the attachment technical data package, contractors must be registered in the Joint Certification Program (JCP). Information about the JCP is located at http://www.dlis.dla.mil.
