- Description
- The Government intends to execute an unrestricted full and open procurement for the delivery, production and ancillary services of Aviator's Breathing Oxygen (ABO) Type II, NSN 6830-00-808-9530, bulk Liquid Nitrogen (LN2) Type II, Grade B, NSN 9135-00-965-2526 and Liquid Argon, 9135-00-759-7634, Type II, Grade A, IAW MIL-PRF-27415C dated 7 Aug 2013 for f.o.b. destination delivery to various sites in the Mid-Western region of the United States. The Contractor shall provide all supplies, management, tools, equipment, labor, and transportation necessary for the delivery of product into Government-owned and Contractor-provided storage tanks located at the following locations: ABO shall meet specifications IAW MIL-PRF-27210J dated 7 Aug 2013, LN2 shall meet specifications Grade B, IAW CID A-A 59503C dated 3 Mar 2011 and Liquid Argon shall meet specifications Grade A, IAW MIL-PRF-27415C dated 7 Aug 2013. Wyoming ANG, WY Buckley AFB, CO Peterson AFB, CO Dyess AFB, TX, Ellington ANG, TX NAS JRB Ft Worth, TX Lackland AFB, TX Randolph AFB, TX Laughlin AFB, TX Sheppard AFB, TX Cannon AFB, NM Holloman AFB, NM Kirtland AFB, NM Offutt AFB, NE Sioux City ANG, IA Sioux Falls ANG, SD Truax Field ANG, WI Volk Field ANG, WI Altus AFB, OK Tinker AFB, OK Tulsa ANG, OK Vance AFB, OK Little Rock AFB Peoria ANG, IL Scott AFB, IL Minot AFB, ND Montana ANG, MT St. Joseph ANG, MO Whiteman AFB, MO St. Paul ANG, MN The total estimated contract quantity is approximately 4,201,520 gallons of ABO, 1,470,000 of LN2, and 8,860 gallons of Liquid Argon. The Government intends to award Fixed Price Requirements type contract(s) using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The estimated period of performance is from 1 Jan 2016 through31 December 2020. The solicitation will also contain line items for associated services such as Hot Fills, Tank Over-Pressure Protection, Emergency Delivery, Detention Cost and Installation/ Removal of Contractor-Provided Tanks for select locations. Offerors are required to have the capability to support bulk shipments. Award will be made to the offeror(s) determined to be the most value to the Government, price and other factors considered.
