This hardware is to upgrade CISCO in the current Information Technology Infrastructure Operations (ITIO) Enterprise Email System environment to ensure a stable and available server infrastructure for ITIO support services. (vii) Delivery and these services are to be for 12 months from award date. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (APR 2014), applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items (OCT 2014), applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror who provides the lowest price and is technically acceptable (LPTA). (x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (DEC 2014), with its offer or acknowledge its listing in the System for Award Management (SAM) website. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (DEC 2014), applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (May 2015), applies to this acquisition. (xiii) Brand Name Justification The Department of Health and Human Services (DHHS), Office of the Secretary (OS), Information Technology Infrastructure Operations (ITIO) has over 600 pieces of Cisco equipment installed throughout the Information Technology Infrastructure (ITI) network (ITIOnet) as well as the HHS backbone network (HHSnet) for network support; network access control devices, routers, switches, etc.. The integration of the network equipment is unified and proprietary to Cisco, hence, the features and/or protocols have been developed by Cisco and the use of non-cisco equipment would not be unified and would require special integration as well as a significant amount of testing and certification before it could be utilized in ITIOnet or HHSnet. Only Cisco equipment meets HHS requirements for a secure network solution. Cisco routers and switches form the foundation of the network infrastructure and they work together to ensure a high level of security, intelligence, and adaptability. Cisco catalyst switches are self-defending, utilizing built-in mechanisms. Security functions are integrated into the infrastructure to help control user access to the network and to various services to help protect against network threats such as worms, viruses, and denial-of-service attacks, and to help ensure privacy in communications. Cisco Catalyst switches offer integrated security solutions for all networks without compromising performance. While Cisco supports industry standards, OS finds it necessary to incorporate several Cisco proprietary features into their networking solutions, including hardware and technical support to meet the requirements of our complex network.
