INTRODUCTION THIS IS A NON-COMPETITIVE NOTICE OF INTENT SYNOPSIS TO MODIFY A CONTRACT AND INCREASE THE TOTAL CONTRACT VALUE The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA) on behalf of the Information Technology and Applications Center (ITAC), intends to increase the total value of the NHLBI's Infrastructure Implementation and Migration task order from $2,494,209.70 to $3,394,209.70, via a contract modification and without providing for full and open competition to Booz, Allen, & Hamilton, Inc. This task order was awarded under the NIH's Information Technology Acquisition and Assessment Center's (NITAAC) CIO-SP3 Government-Wide Acquisition Contract. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541512 with a Size Standard of $27,500,000. REGULATORY AUTHORITY This acquisition is conducted under the procedures as prescribed in FAR subpart 16.504-Indefinite-Quantity Contracts. STATUTORY AUTHORITY This acquisition is conducted under the authority of 41 U.S.C. 3304(a)(1) - Use of noncompetitive procedures, under provisions of the statutory authority of FAR Subpart 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c)(1). DESCRIPTION OF REQUIREMENT The incumbent Contract No. HHSN316201200008W Task Order HHSN26800001 is for NHLBI Infrastructure Implementation and Migration, awarded to Booz, Allen, & Hamilton, Inc. The objective of the current contract was to install and configure hardware and software components, conduct application and data migration efforts, and conduct testing. The scope of the current contract encompassed the implementation of a new infrastructure environment for the NHLBI that included: Enterprise class storage systems, virtualization hardware and software, network optimization, security controls and disaster recovery using a cloud service provided. This new-work modification is focused on Storage and Monitoring (StorM). The objective of this new-work is to improve the usability of storage by optimizing the user experience with an intuitive user interface and by ensuring tiers of storage work together seamlessly. This storage system would allow ITAC to manage quotas of "free" storage and to charge for usage so that the users (i.e., Principal Investigators or PIs) can monitor and manage their storage by associating a cost with their usage without the cost being so substantial that the PI is encouraged to use alternative, non-enterprise storage systems. The cohesive user interface, based on the NHLBI Intranet's MyNHLBI portal, must provide the ability to move data freely among the storage systems and locations, to share data easily with collaborators within NIH, to modify permissions on their data, and to access up to date information on their data usage and charges. ITAC also requires a robust and fully exercised Disaster Recovery/COOP plan for all of its production environments. PURPOSE AND OBJECTIVES The proposed action is a new-work modification to an existing Indefinite Delivery, Indefinite Quantity (IDIQ) contract task order. The modification will increase the total value of the NHLBI's Infrastructure Implementation and Migration task order from $2,494,209.70 to $3,394,209.70, via a contract modification and without providing for full and open competition to Booz, Allen, & Hamilton, Inc. PERIOD OF PERFORMANCE The current task order expires on June 30, 2015. The Government intends to negotiate and fully fund this new-work modification for additional six (6) months of performance. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION DETERMINATION The determination by the Government to increase the task order amount without providing for full and open competition is based upon a logical follow-on for the continued development of the above described storage systems. Award to any other source would result in substantial duplication of costs to the Government that are not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. StorM is a logical continuation to the initial Infrastructure Implementation and Migration effort. During this initial effort Booz, Allen, & Hamilton, Inc. installed and tested the highly specialized scientific storage hardware and software currently in place. Any other source would be unacquainted with these various tiers of highly specialized scientific storage hardware. Further, any other source would be unfamiliar with the user interface software that they would be required to configure: highly specialized software that Booz, Allen, & Hamilton, Inc. has unique knowledge of. Likewise, any other source would be unacquainted with the Disaster Recovery (DR) and Continuity of Operations (COOP) protocols in place, and would be setback by this lack of knowledge in meeting the requirement to conduct DR/COOP tests. These setbacks would cause unacceptable delays in providing the scientific data storage capability. Further, it would cost the Government approximately $450,000 to train any other source to become proficient with the highly specialized scientific storage systems and the NHLBI's network architecture. These unacceptable delays and substantial duplication of costs would not be recovered through competition. CLOSING STATEMENT This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested party's capabilities for fulfilling the requirement. Responses shall contain the interested parties Dun & Bradstreet Number (DUNS), Taxpayer Identification Number (TIN), and certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. Responses are required electronically by June 8, 2015 by 2:00PM Eastern Time. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
