- NOTICE OF INTENT TO SOLE SOURCE FOR TURBOMATRIX THERMAL DESORBER RFQ-DC-15-00180 NAICS: 811219 Other Electronic and Precision Equipment Repair and Maintenance Procurement Office: United States Environmental Protection Agency, Superfund Regional Operations Division (3805R) 1200 Pennsylvania Avenue NW, Washington, DC 20004 In accordance with FAR 13.106-1(a)(2), Soliciting from a Single Source, the U.S. Environmental Protection Agency ¿s Office of Superfund Regional Procurement Operations Division, intends to award a sole source firm-fixed priced purchase order to Perkin Elmer Health Science, Incorporated, 710 Bridgeport Avenue, Shelton, CT 06484-4794, the a service maintenance agreement. The US EPA has a need for the following items to be serviced: 1.Turbo Matrix Sys TURBOMATRIX THERMAL DESORBER Serial Number (TD650S1306056) Comprehensive Coverage 2 PM visits; Parts, Travel, Labor, Phone Support & 15% Training Disc. Quantity 1 2.Turbo Matrix DS Serial Number (M41L0405214) Comprehensive Coverage 2 PM visits; Parts, Travel, Labor, Phone Support & 15% Training Disc. Quantity 1 3.AG5975XLINERTGCMS Serial Number (US61643012) Comprehensive Coverage 2 PM visits; Parts, Travel, Labor, Phone Support & 15% Training Disc. Quantity 1 4.AG5975XLINERTGCMS Serial Number (US55132082) Comprehensive Coverage 2 PM visits; Parts, Travel, Labor, Phone Support & 15% Training Disc. Quantity 1 This service agreement provides coverage for a PerkinElmer TurboMatrix Thermal Desorber, Turbomatrix TD, and two Agilent 5975 XL Inert GC/MS G3174A gas chromatographs., Support is required to keep this equipment operating for HEASD research that supports various VOC laboratory studies including RARE/Regional Monitoring efforts and the refinement of Draft Method 325. Only PerkinElmer factory-trained service representatives can be expected to have the knowledge to repair and service this sophisticated PerkinElmer instrumentation in a timely and cost-effective manner and to have prompt access to replacement parts. No other organization has the expertise to effectively perform this work. There are multiple electronic components, precision-machined parts, and materials that are unique to the thermal desorption systems and which can only be supplied, replaced, and repaired by PerkinElmer. In addition, PerkinElmer staff has the expertise to service the GC-MS systems and this in turn facilitates prompt and seamless repairs when the source of an instrument failure is unclear as to whether the problem lies in the thermal desorber or in the GC-MS system. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated below may submit a capability statement, which if received within 3 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
