Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB), plans to procure on a sole source basis a service contract for an ARIA & Eclipse Essentials, from Varian Medical Systems Inc. 2250 Newmarket Parkway, Suite 120, Marietta, GA 30067, United States. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1 (b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 811219, and the applicable business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The period of performance shall be for twelve months from September 15, 2015 through September 14, 2016, to include two (2) twelve months Option Periods. The Radiation Oncology Branch (ROB) exists to plan and conduct pre-clinical and clinical research on the biologic and therapeutic effects of radiation administrated alone or in combination with other modalities of treatment; to develop novel technology and imaging based approaches for radiation oncology; to investigate the natural history of disease to understand and evaluate means of diagnostic assessment for the purpose of optimizing treatment selections; and to provide radiation therapy as well as general oncology consultations for patients admitted to other Clinical Research Center (CRC) clinical services, in a collaborative approach. A sole source to Varian Medical Systems is intended for this order; based on the fact Varian Medical Systems is the OEM for the ARIA and Eclipse integrated software, and as such is the sole source for proprietary upgrades and updates required for the service of this platform. The associated computer hardware that supports the software systems is provided by Varian as part of the integrated platform and is non-severable. Varian will only maintain software systems installed on computer hardware which is maintained to the company's technical guidelines. Due to the nature and complexity of the instruments, the original manufacturer is the only vendor qualified to provide: original parts, software upgrades to the proprietary software, product corrective actions, and telephone technical and troubleshooting assistance, which is required to maintain operability of this vital, mission critical equipment. All components of ARIA and ECLIPSE are classified as Medical Devices by the U.S. Food and Drug Administration and require US-FDA 510(k) approval before being utilized in a clinical environment. The contractor shall provide service coverage for both software and hardware elements of the Government-owned ARIA Oncology Information System (OIS) and ECLIPSE Radiation Treatment Planning System (TPS) integrated platforms: •Supply all parts necessary to keep the related computers covered under this agreement functioning properly. Consumables are not included. •Provide upgrades or replacement as necessary for all computers related to the ARIA/Eclipse integrated software platforms if the current specifications do not meet the requirements of the product at the time of a software upgrade. •Provide support for all software and technical issues via the telephone, email, or online remote support. In the event that the issue cannot be resolved by these methods, Contractor shall provide on-site technical support during normal business hours. In the event that the problem has rendered the system inoperable, Contractor shall provide emergency on-site, after hour's support, as necessary, until the problem is resolved. •Provide training at no additional charge for any software upgrades or updates. Annual Refresher Training shall be provided in any year that a software upgrade is not released. •Install the most recently released version for covered software and will provide any interim maintenance updates and service packs. After any software upgrade or update, Contractor shall ensure that all hardware and software components will continue to function as originally specified. •Provide for an annual, comprehensive PMI in accordance with the manufacturer's (Varian) recommendations and shall provide coverage of all mandatory safety and reliability modifications to the equipment involved. Based on the above information Varian Medical Systems is the only known source for this service. No other repair service has access to the proprietary parts that Varian uses on its instruments, or the ability to respond to a service call within 24- 48 hours, which the manufacturer will guarantee. This is not a solicitation for competitive quotations. However, if any interested party especially a small business, believes they can meet the above requirement, may submit a quote and statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. All questions, quote, and the capability statement must be received electronically (via email) to Ms. Gwennifer Epps, Contracting Officer, at ge50d@nih.gov in MS Word or Adobe Portable Document Format (PDF) by June 17, 2015 no later than 11:00 AM EST. No telephone calls or facsimiles will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
