RFI-Sources Sought 060115 Command, Control and Communications Engineering Center (C3CEN) Echo Sounder and Speed Log System for the United States Coast Guard CONTRACTING OFFICE ADDRESS: The United States Coast Guard (USCG), Command, Control and Communications Engineering Center (C3CEN), 4000 Coast Guard Blvd., Portsmouth, Virginia. GENERAL INFORMATION: The USCG, as a member of the Department of Homeland Security (DHS), invites industry to respond to this Request for Information (RFI). This RFI is not a request for competitive proposals. This RFI does not constitute a commitment, implied or otherwise, that the USCG will take procurement action in this matter. Further, neither the USCG nor the Government will be responsible for any cost incurred in furnishing information or participating in the subsequent exchanges regarding this RFI. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. It is requested that submissions responses to this RFI contain pertinent information regarding Commercial-Off-the-Shelf (COTS) speed log and echo sounder system capabilities, specifications, design names/descriptions, applications and other remarks pertaining to remote communications capabilities, warranty, support available, and other pertinent information. DESCRIPTION: Historically CG cutters were required to have Deep Water Depth Sounder (DWDS) for surveying capabilities, in which the requirement has been discontinued. The USCG will use the results received from this RFI to determine interest that may lead to vendors capable of meeting stated capabilities and supportability requirements. The main objective of this market research is to obtain information concerning the capability of the commercial market place to provide a Doppler Speed Logs (DSL) with type approved Echo Sounder. These legacy systems are becoming increasingly unsupported and we are looking at the possibility of acquiring a system that would meet requirements for both depth sounders and speed log. As an objective, the Coast Guard is looking to minimize hull penetrations with the intended system. • General Requirements • Display specifications • Interfacing • Operational Availability • Environmental • Testing REQUIRED RESPONSES: Limit RFI responses to 10, single-sided, single-spaced pages. Responses must be unclassified. Any proprietary information provided must be marked to protect such data. Note: See format and page limitations and submission criteria set forth below for additional instructions. FORMAT & PAGE LIMITATION: Your submittal should be provided on standard letter size 8-1/2 by 11 inch paper, limited to a maximum of 10, single-sided, single-spaced pages. The font for text should be Times New Roman 12-point or larger. The Responder may use oversized pages (including "foldouts") where appropriate to contain graphic presentations. Oversized pages do not count as extra pages within the page limitations. Submitted responses should be in Microsoft Word or Adobe Acrobat format. Existing commercial documentation and product literature can also be submitted and is not subject to a page limitation. SUBMISSION OF DOCUMENTATION: Responses to this RFI shall be submitted in.pdf format, delivered as an attachment to an electronic mail (e-mail) submission. Responses to this RFI are due no later than June 26th. If late information is received, it may be considered by the Government reviewers, depending on agency time constraints. Please note: The Government is not required to provide feedback to RFI Responders. 1.0 General System Requirements 1.1 Echo Sounder 1.1.1 Shall have the ability to determine and display speed. 1.1.2 Equipment shall have selectable range scales with the capability of an auto range function. 1.1.3 The system shall be capable of displaying depth in the following ranges: 0 m to 20 m (65 ft) - shallow range 0 m to 200 m (650 ft) - deep range 1.1.4 Shall have selectable display depth in feet, fathoms or meters 1.1 Speed Log 1.1.1 The system shall determine Fore and Aft Speed Through the Water. 1.1.2 The system shall display Fore and Aft Speed Through the Water. 1.1.3 The system shall determine Fore and Aft Speed Over Ground. 1.1.4 The system shall display Fore and Aft Speed Over Ground. 1.1.5 The system shall display nautical miles traveled. 1.1.6 The system shall conform to IEC 61023 (3rd edition, 2007) paragraph 4.3 through 4.5 for minimum performance requirements. 2.0 Displays 2.1 Echo Sounder 2.1.1 The settings for range scale and preset depth alarm shall be recognized in all light conditions. 2.1.2 Display mounted in the pilot house shall meet the requirements of ABS NVR 3-2-8 for night adapted vision. 2.1.3 The system shall be a suitable size color graphical display which provides the immediate depth and a visible record of soundings. 2.1.4 The display shall have day & night color selection. 2.2 Speed Log 2.2.1 The system shall conform to IEC 61023 (3rd edition, 2007) paragraph 4.2 Methods of presentation for display guidance. 2.2.2 The display shall be viewable to operators while wearing polarized sunglasses. 2.2.3 The display shall be dimmable sufficiently to preserve an operator's night vision. 3.0 Interfacing 3.1 Echo Sounder 3.1.1 Shall be able to output in IEC 61162-1 and /or IEC 61162-3 format to other devices needing this information. 3.2 Speed Log 3.2.1 Shall be able to output in IEC 61162-1 format to other devices needing this information. 4.0 Operational Availability 4.1 Echo Sounder 4.1.1 Shall have an Operational Availability (OA) of 99%. OA is defined as system availability/expected underway time per year. 4.2 Speed Log 4.2.1 Shall have an Operational Availability (OA) of 95%. OA is defined as system availability/expected underway time per year. 5.0 Environmental 5.1 Echo Sounder 5.1.1 The system shall meet IEC 60945 (4th edition, 2002) requirements for continuous operation under all condition. 5.2 Speed Log 5.2.1 The system shall meet IEC 60945 (4th edition, 2002) requirements for continuous operation under all condition. 6.0 Testing 6.1 Speed Log 6.1.1 The system shall be tested to comply with IEC 61023 (3rd edition, 2007) paragraph 7. QUESTIONNAIRE ATTACHMENT #1 Purpose: The purpose of the Request for Information (RFI) is to obtain market research information on the following products/services. Interested sources are required to address the question(s) below: 1. Does your Company offer commercial/non-commercial product(s) that meets the minimum requirement set forth in this RFI? Please identify the whether or not the product(s) are commercial or non-commercial. 2. If your products are commercial/non-commercial, is promotional literature available? If yes, can you provide a full description and/or specifications of your commercial product(s)? 3. Does your company offer commercial product(s) that could be modified to fulfill the requirements of this RFI? If so, please identify these product(s). 4. If your Company offers a commercial product(s) capable of meeting the requirements of this RFI, what type of commercial/non-commercial warranty (as applicable) typically accompanies these products? What would the terms of the Warranty encompass (i.e., Repairs, Hardware, Software, Limited Liability, etc.)? 5. If your Company offers a commercial or non-commercial product(s) capable of meeting the requirements of this RFI, would the commercial/non-commercial restrict and/or prohibit repairs/modifications to employees of the OEM, its Authorized Dealers or those trained by the OEM (in other words, would you allow repairs/modifications to be made to the services/product by Government technicians or third party contracted employees?) 6. Is your Company either a) an authorized reseller; b) a distributor; or c) the original equipment manufacturer (OEM) for any potential commercial or non-commercial product (i.e ancillary equipment/software) in support of this RFI?
