- Redacted Justification for Other Than Full and Open Competition (J&A) Schedule for Rotor Blades Overhaul Services This is a synopsis notice of intent to sole source only; a written solicitation will not be issued. The United States Coast Guard, Aviation Logistics Center, Medium Range Recovery Product Line Division located in Elizabeth City, North Carolina intends to award one Indefinite Delivery Requirements Contract with firm fixed pricing on a sole source basis to Sikorsky Aircraft Corporation, Cage Code 78286, for the Overhaul of Rotary Wing Blades and Rotary Rudder Blades hereafter referred to as rotor blades. The contract will be awarded to Sikorsky Aircraft Corporation on a basis other than full and open competition under the authority of 10 U.S.C. 2304(c)(1), Other Than Full and Open Competition, as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. See attached J&A for additional details. The Product Code is J016. The applicable North American Industry Classification Standard Code is 336413. The small business size standard is 1,000 employees. This is a sole source procurement and the small business set-aside has been dissolved. Solicitation number HSCG38-15-R-J00005 is assigned for tracking purposes and no solicitation will be issued. The overhaul of the rotor blades shall be performed only by Naval Supply Weapons Systems Support (NAVSUP WSS) certified sources. Award will not be delayed pending NAVSUP WSS certification. The Contractor shall possess the ability to complete a minor overhaul and a major overhaul on the rotor blades. The rotor blades shall be overhauled in accordance with the prescribed Naval Air Systems Command Depot Maintenance Technical Manual as specified herein; latest revision shall apply. Nomenclature: Blade, Rotary Wing National Stock Number (NSN): 1615-01-158-9679 Part Number (P/N): 70150-29100-041 Naval Air Systems Command Depot Maintenance Technical Manual: A1-867QA-MDB-000, dated January 31, 1995, change 3; latest revision shall apply. Nomenclature: Blade, Rotary Rudder National Stock Number (NSN): 1615-01-158-9678 Part Number (P/N): 70101-31000-046 Naval Air Systems Command Depot Maintenance Technical Manual: A1-868QA-MDB-000, dated December 31, 1994, change 4; latest revision shall apply. All rotor blades overhauled shall be painted with the U.S. Coast Guard's high visibility paint scheme. The Rotary Wing Blade shall be painted in accordance with ORI 70100-093 and the Rotary Rudder Blade shall be painted in accordance with ORI 70100-097. All rotor blades shall have the same configuration regarding the position of the high visibility bands so as to form concentric circles while in flight. Drawings and specifications are not available and cannot be furnished by the Government. Award will be made upon determination of the price fair and reasonable. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The anticipated period of performance will be five years total consisting of a one year base period and (4) one-year option periods, the contract shall not exceed five years. Delivery of the overhauled rotor blades is required within ninety (90) calendar days after induction. Induction shall take place no later than twenty (20) calendar days after receipt of the rotor blades at the Contractor's facility. The U.S. Coast Guard desires early deliveries therefore early shipments are encouraged at no additional costs to the Government. F.O.B. point is origin. Pricing shall include all applicable customs, duties, taxes, and shipping charges. Rotor blades shall be delivered to the following address: U.S. Coast Guard (Z50100) Aviation Logistics Center 1664 Weeksville Road Receiving Section, Bldg. 63 Elizabeth City, NC 27909-5001 Inspection and acceptance of the rotor blades under this contract will be performed at the Contractor's facility by the Defense Contract Management Agency (DCMA). A Certificate of Conformance (COC) shall be required for all rotor blades provided on this contract. The certificate shall be signed by an authorized official of the approved source and must specify the nomenclature, manufacturer's part number and date of manufacture. Closing date/time for submission of proposals is 15 June 2015 by 4:30 PM EST. Proposals shall be submitted on company letterhead stationery. Proposals shall be submitted electronically to MRR-PROCUREMENT@USCG.MIL. Please indicate SOLICITATION NUMBER: HSCG38-15-R-J00005 in the subject line. Anticipated award date is on or about 15 July 2015.
