- 17 ' Flat Panel Monitor and Conversion Mounting Kit Partial Drawing This is a sources sought notice to gain market knowledge of potential qualified sources and their classification; Small Business, HUB Zone, 8(a), Small Disadvantage Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Business, Large Business in relation to North American Industrial Classification Code (NAICS) 334419 with a small business size standard of 500 employees. Responses to this sources sought notice will be used by the Government to make appropriate determinations about potential sources only. No solicitation is available at this time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to NAICS and responses to the following questions: 1. Is your business a small business under NAICS Code 334419? 2. Does your business qualify as a Small Disadvantaged Business? 3. If disadvantaged, please specify if your business is certified under Section 8(a) of the Small Business Act. 4. Are you a certified HUB Zone firm? 5. Are you a Woman-Owned or operated business? 6. Are you a certified Service-Disabled Veteran Owned or Veteran Owned Business? 7. Is your business a large business? Please provide a capability statement addressing your organization's ability to perform as a prime contractor for the work described below by 17 June 2015: 3 Each-First Article 17" Monitor and Conversion Kit (one unit to include EQT testing) 74 Each (Estimated Quantity) - 17 "Monitor and Conversion Kit •1) First Article of a Modified Commercial off the Shelf (COTS) 17" LED Flat Panel Display Console, RGBHV Distribution Amplifier, and conversion kit with Environmental Qualification Testing (EQT). The government will provide a partial drawing package for informational use. •a) Provide three (3) each, COTS Based 17" LED Flat Panel Displays (FPD's) with external control wires provided to adjust the brightness level. Each FPD will have an edge-lit LED Illuminated Writing Surface with external control wires to adjust brightness. These components will be adapted to a new mounting bracket (front bezel assembly) as a conversion kit. The conversion kit shall allow the FPD assembly to be mounted to and interface with the existing enclosure (provided as GFM). The unit(s) produced shall be able to pass EQT and functional tests, both before and after EQT. •b) Provide three (3) each, RGBHV Distribution Amplifiers capable of passing RGsB video. Provide a mounting bracket (IAW GFM drawing provided) for each amplifier as part of a conversion kit that shall also secure the RGBHV Distribution Amplifier to an existing enclosure (provided as GFM) and be able to pass functional tests before and after EQT. •c) Shall successfully perform and pass Environmental Qualification Testing (EQT) on one (1) COTS Based LED FPD with RGBHV Distribution Amplifier as part of the entire system including the existing enclosure. First Article Acceptance shall be determined by NAVSEA PHD based on the outcome of the physical examination and performance of all requirements listed in the Statement of Work. Environmental Qualification Testing (EQT) for the COTS Based LED FPD and RGBHV Distribution Amplifier converted unit in the existing housing shall only take place at a government approved facility. •d) The remaining two (2) COTS Based LED FPD and RGBHV Distribution Amplifiers conversion kits shall be delivered to NSWC PHD, Code A41, or other locations requested by PHD NSWC POC. •e) Shall deliver to NSWC PHD, Code A41, a detailed build to print drawing package with dimensional and material callouts for the conversion kit and detailing how the COTS Based 17" LED Flat Panel Display Console, RGBHV Distribution Amplifier, are mounted into the existing enclosure. The drawing package shall be delivered as government owned property upon successful completion of First Article Qualification Testing. •2) The conversion kits that shall include the COTS Based LED FPD, LED Illuminated Writing Surface and mounting bracket (as one assembly), RGBHV Distribution Amplifier with mounting bracket (as one assembly) and required RGB/Power cabling for installation after successful completion of First Article. The total number units to be procured may vary and are subject to availability of funds and not guaranteed. •1. Specification & Requirements 1.1 POWER 1.1.1 Input power. The unit shall operate from and be compatible with alternating current (AC) power in accordance with section 300 of MIL-STD-1399, Type I. 1.1.2 Input voltage and current. The unit shall operate from and be compatible with 58 to 62 (60 +/-3%) hertz, shipboard single phase delta power with a current range of 106 to 124 (115 +/- 7%) volts. There are two hot legs (center tapped 120Vac) and a ground with Delta Power: no neutral. Each hot is 60 volts. One can measure from hot to hot (phase to phase) and will see 120 volts. When measuring from either hot to ground, one will see 60 volts. 1.1.3 Power consumption. The maximum power consumption shall be no greater than 250 watts (typical). 1.2 DISPLAY REQUIREMENTS 1.2.1 Display Size/Technology. The display area shall be 17" diagonally with LED backlight 1.2.2 Contrast Ratio. 500:1 Typical (or greater) 1.2.3 Colors. 16M Colors - (RGB 6-bit + FRC data) 1.2.4 Supported Video Formats: •• 640 x 480 @ 60/72/75Hz •• 720 x 400 @ 70Hz •• 800 x 600 @ 56/60/72/75Hz •• 1024 x 768 @ 60/70/75Hz •• 1280 x 1024 @ 60/75/85 - Native Resolution •• Legacy Products 15 to 68KHz Horizontal Freq. 1.2.5 Aspect Ratio. The Aspect Ratio shall be 4:3 1.2.6 Viewing Angle. The Viewing Angle shall be no less than 160 degrees 1.2.7 Video Input. 3/4/5/ Wire BNC Inputs with Analog Sync On Green capability (RGsB). Typical Input Signals: •• Video: 0.7Vpp @ 75 Ohms •• Sync: Separate or Composite Sync TTL Level; •• Sync on Green Video (Positive) 0.7Vpp-Sync (negative) 0.3Vpp •• Horizontal: 15 to 68KHz; Vertical 50 to 75Hz 1.2.8 Writing Surface. A Lexan (or equivalent) Illuminated edge-lit (5vdc ) LED writing surface shall be embedded between the Display and Mounting Bracket for use with a standard grease pencil. 1.3 PHYSICAL SPECIFICATIONS 1.3.1 Maximum Width. The maximum width with housing is specified by the mounting bracket drawing in the Technical Data Package. 1.3.2 Maximum height. The maximum height is specified in the Technical Data Package. 1.3.4 Maximum depth. The maximum depth is specified by the Technical Data Package. 1.3.5 Equipment mounting. The unit shall mount in accordance with existing OJ-663 mounting configuration as specified in the Technical Data Package. 1.3.6 Weight. The weight shall be less than 50 pounds. 1.3.7 Color. The color shall be in accordance with Military Specification, Chemical Conversion Coatings on Aluminum and Aluminum Alloys, MIL-DTL-5541F. 1.3.8 Forced air cooling. Air cooling thru dissipation or forced air fan method shall be used as the heat removal method. 1.4 CONTROLS AND INDICATORS. 1.4.1 Power switch. The FPD Monitor, Writing Surface, and Video Amplifier should ENERGIZE when Display Console power is ON and DEENERGIZE when Display Console is OFF. 1.4.2 Display controls. Display brightness shall be able to be controlled using existing potentiometer mounted on the existing, legacy bezel assembly. 1.4.3 Illuminated Lighted Writing Surface. Lighted Writing Surface brightness shall be able to be controlled using existing potentiometer mounted on the existing, legacy bezel assembly. 1.5 MARKINGS 1.5. 1 Input power label. The power connector shall be labeled as INPUT POWER 115VAC, 60Hz, 1 PHASE 1.5.2 Production Lot Number. The First Article Units will be marked sequentially. Once Production has begun the Production Lot Number will be marked. 1.6 TESTING and ACCEPTANCE QUALIFICATION 1.6.1 Environmental Testing further explained in the following sub paragraphs. Units shall be capable of meeting the following requirements when subjected to any single or naturally occurring combination of the specified environmental conditions without damage or loss of performance. EQT Testing will be conducted by the Contractor. Once unit has successfully qualified production of the remaining articles can begin. 1.6.1.1 Electromagnetic interference (EMI). The unit shall be an effective shield against incident electric, magnetic, and electromagnetic field radiation defined in accordance MIL-STD-461F (CE101, CS101, CS114, CS116, RE101, RE102, RS101, and RS103). 1.6.1.2 Power (Alternating). The unit shall meet type I single phase power according to MIL-STD-1399(Navy) section 301A. 1.6.1.3 Temperature Operating. The unit shall meet its performance requirements while operating at an ambient temperature range of 0°C to +50°C (MIL-STD-810G Methods 501.4 and 502.4 Procedure II). 1.6.1.4 Non-operating. The unit shall be designed and constructed to be stored for extended periods at ambient air temperature between -20°C to +65°C without damage (MIL-STD-810G Method 501.4 and 502.4 Procedure I). 1.6.1.5 Altitude. The unit shall not sustain any physical damage in altitudes from sea level to 15,000 feet, including transportation in an un-pressurized cargo bay of an aircraft at 15,000 feet for a minimum of two hours (MIL-STD-810G Method 500.4 Procedure I). 1.6.1.6 Humidity. (operating and non-operating). The unit shall operate in humidity conditions up to 95 percent (non-condensing) without damage or loss of performance (MIL-STD-810G Method 507.4 Procedure I) 1.6.1.7 Drip. The unit shall be drip proof up to an angle of 15 degrees (MIL-STD-810G Method 506.3 procedure III). 1.6.2 Shock. (operating and non-operating). The unit shall operate as mounted inside a deck mounted, OJ-663(V)1 Combat Display Console, while subjected to 9 consecutive total hammer blows on a Navy approved medium-weight shock machine that complies with the design requirements of Class I Grade A, Type A. Momentary malfunction of the unit is acceptable if automatically self-correcting and only if no consequent derangement, mal-operation, or compromise of capability is caused by the momentary malfunction. No fixed part of the assembly shall become loose, no moving or moveable part or control be shifted in setting position, or adjustment during operation (MIL-STD-901D). 1.6.3 Vibration. (operating and non-operating). The unit shall operate, without damage or performance degradation, for periods up to 2 hours duration when subjected to a peak input amplitude of 0.020 inches +/-0.004 inches at a frequency of 25 Hz or, if one exists, at an equipment resonant frequency below 25 Hz with input amplitude. This requirement shall be met whether the direction of the vibration is in any of the three orthogonal axes (MIL-STD167 Type I). However, the Government may consider all responsible sources received within five days of this posting. It is noted that the intent of market research is to survey the market place to identify supplies and /or services and sources that will meet the agency's future needs. There is no guarantee of award for any contractor engaged by the Government during the market survey process. Written responses to this notice shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement.
