- HSCGG1-15-B-EASTWINGMICHEL REPLACE ROOF AND HVAC EAST WING MICHEL HALL, USCG ACADEMY, NEW LONDON, CT (NEW LONDON COUNTY) PROJECT #6916534 SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, with a Small Business Size Standard of $36.5 Million. The estimated value of the procurement is between $250,000.00and $500,000.00. Bid, payment and performance bonds will be required. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel/resources, equipment, capability and bonding capacity to provide construction services required to remove and replace the existing membrane roof, HVAC rooftop unit, split system unit, and rooftop exhaust fans on the east wing flat roof Michel Hall at the U.S. Coast Guard Academy. The work includes, but is not limited to the following: Remove existing TPO membrane roof and insulation down to the concrete deck and replace with a fully adhered roofing system including vapor barrier, polyisocyanurate insulation, tapered insulation board, ½" cover board, 60 mil EPDM membrane, flashing, etc. for a complete water tight system. Provide new EPDM flashing at walls, equipment curbs, pipe penetrations, etc. Remove and reinstall existing HVAC units as required to install new membrane roof. Remove and replace existing equipment curbs as required to properly flash new roof membrane to equipment curbs. Coordinate roof installation with removal of old rooftop HVAC unit and installation of new larger rooftop HVAC unit, HVAC split system, and exhaust fans. Remove existing sealant at joint between the masonry wall and copper counter flashing, replace counter flashing with 20 oz copper flashing, add weeps to joint and re-point joints with lime mortar. Remove and replace existing roof drains and dome strainers, two (2) locations. Provide additional roof drains and dome strainers as shown on drawings and connect to existing 4" roof leaders with new 4" cast iron piping. Remove, salvage, and recycle existing copper and lead coated copper flashing. Provide new 20oz lead coated copper coping flashing and two (2) overflow scupper drains, copper collector heads, and 4x3 copper downspouts. Remove, salvage, and reinstall existing acoustic ceiling tile in good condition and replace damaged acoustic ceiling tiles in areas of new roof drain installation and existing roof drain replacement. Remove water damaged acoustic ceiling tile and provide new acoustic ceiling tiles to match existing. Remove and replace water damaged gypsum board walls. Patch and repair water damage at existing plaster walls with plaster and lath to match existing. Prepare and paint all plaster walls with repairs and all new gypsum board walls with primer and 2 coats of interior latex paint. The overall performance period for this project is 24 weeks from issuance of Notice to Proceed with a projected 5 weeks of work on site. Your response should include the following: (a) a positive statement of your intent to submit a bid for this solicitation as prime contractor; (b) a statement identifying your certified small business designation (if any); (c) evidence of bonding capacity to the maximum magnitude of the project, to include both single and aggregate totals; and (d) evidence of specialized experience similar in scope and magnitude to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers and (e) a positive statement of intent to perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. Your response is required no later than 12 JUNE 2015. All of the above must be submitted in sufficient detail for a decision to be made on an applicable set-aside.
