Description
NASA/MSFC has a requirement for continuation of engineering technicians and trade skills support services under the current Marshall Engineering Technicians and Trades Support (METTS) Services Contract until such time that the competition for the follow-on METTS contract is completed and the follow-on contract begins. The competition is nearing the final stages of the proposal evaluation process. NASA/MSFC intends to purchase the continuation of services through a 6-month extension to the current METTS contract with InfoPro Corporation (IPC). This will allow for continuation and stability of these services through the completion of the competition process for the follow-on METTS contract. NASA/MSFC has design responsibility for the Space Launch System (SLS) and receives considerable engineering technician and trades support from IPC under the METTS contract. Currently, there are close to seven (7) major tests in build-up in support of the SLS Program. In addition, some major manufacturing activities are ongoing using the 7-axis machining center in the fabrication of the Shell Buckling Seamless Barrels. As the current METTS contractor, IPC is uniquely positioned to continue providing the engineering technician and related services in support of Space Launch System (SLS) during this time of design, fabrication and testing. IPC has been the support contractor providing engineering technician and related skills to MSFC since initiation of the SLS Program. Use of IPCs existing and proven capabilities during this 6-month extension period will permit the timely execution of significant tasks that are necessary for achieving SLS milestones. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. local time on June 17, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
