- Pursuant to FAR Subpart 13.106-1(b)(1), Washington Headquarters Service Acquisition Directorate, intends to award a firm fixed price purchase order on a sole source basis to: MERCER (US) INC., 1166 AVENUE OF THE AMERICAS FLOOR 30, NEW YORK, NY, 10036 for an amount below $150,000. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. 1. Description of the Work: The Office of the Undersecretary of Defense for Intelligence (OUSD(I)) has been designated as the lead agency for the development of the Defense Intelligence Personnel System (DCIPS), the personnel system for the Defense Intelligence Community. Various compensation data products are required for OUSD(I) Human Capital Management Office (HCMO) to analyze labor market data specifically related to Defense Intelligence activities to inform decisions related to targeted local markets supplements, targeted situational adjustments, pay for development positions, hiring rates, and other compensation issues. 2. Justification: There is only one provider able to provide the benchmarking database. The data mined is proprietary, sold to the public and private sectors and are for the exclusive use of customers who purchase it. Compensation experts from OUSD(I) HCMO, the National Security Agency (NSA) and the National Reconnaissance Office (NRO) have agreed upon the requested products to be used to perform a comprehensive analysis of the labor market. The basis for the decision was that these data sources are the most reliable and comprehensive. The salary survey information has been purchased from Mercer since 2003. The two general compensation data sources are Towers Watson and Mercer. They are the two largest collectors of compensation data but also the most comprehensive and reliable. While the aforementioned data sets provide some overlapping information, each provides data on positions that are not found in the other survey. In addition, there are slight variations in position and work-level descriptions. Because of this the purchase of the data is alternated between Towers Watson and Mercer. The unique compensation data obtained from each dataset help the agency have a more accurate and complete picture of compensation requirements. Given the unique nature of the data required and the need for consistency set forth above, it is concluded that Mercer is the only responsible source that can fulfill the agency's requirements. The government continues to monitor the marketplace and will engage data providers as appropriate.
