- BioData Form Addendum RFQ MILLENNIUM CHALLENGE CORPORATION Solicitation - HCD Director PSC The Millennium Challenge Corporation (MCC) seeks an intermittent (50% Level of Effort) Personal Services Contractor (PSC) to serve as a Director, Human and Community Development (HCD) team located within the Division of the Department of Compact Operations (DCO). This position is a one (1) year term position with 4 option periods of (1) year (renewable at the sole discretion of the government). Key Responsibilities • Working as part of the Human and Community Development (HCD) practice team, of which health is a part, and with other staff to strengthen MCC's approaches, strategies, tools and practices related to health systems strengthening in MCC Compact countries. Health systems strengthening concentrates on ensuring that people and institutions, both public and private, undertake core functions of the health system (policies, governance, financing, full coverage and access, service delivery, health workforce capacity and accountability, information, outreach and behavior change, and medicines/vaccines/other technologies) in ways that foster sustained quality preventive and curative service delivery and improve health outcomes. • Contributing to the assessment of the soundness of a country's proposed activities to strengthen the health system and recommending program design options to make the health system more effective, efficient, responsive, accessible and equitable; the initial country of focus will be Lesotho. • Contributing to the design of innovative programs that consider "pay for performance" structures to incentivize service providers and/or programs built on appropriate health data management technology intended to ensure sustainability. • Under the technical direction of the Health Project Lead and the overall supervision of the Senior Director, HCD, providing support to MCC country teams and selected country counterparts as they develop and implement MCC-sponsored health activities, particularly those related to health systems strengthening. • Supporting the development of Investment Memos and other approval documents, formulation of budgets, drafting scopes of work, issuing technical directives, and reviewing and accepting deliverables. • Providing technical advice related to integrating health assessments in the design, due diligence and final preparation of development projects with a focus on creating and strengthening the health system in eligible countries. • Performing a variety of assignments associated with the design, development, implementation, monitoring and evaluation of development projects, especially related to health systems strengthening. • Assuring gender integration and social inclusion in all assigned health projects. • Representing MCC to senior U.S. Government officials, representatives of foreign governments, and a variety of other stakeholders, both domestic and international. • Assisting in the coordination of in-country resources and activities with other federal agencies, multi-lateral/bi-lateral organizations and other donors. Basic Qualifications • Advanced postgraduate degree in public health, sociology of health, health sector financing, or a related discipline. (Required) • Experience in planning and conducting stakeholder engagement and project development and implementation with governments, communities and potential beneficiaries, civil society, NGOs, private sector, etc. (Required) • Thorough knowledge of the theory, principles and effective practices related to health systems strengthening to analyze proposals and make sound recommendations for improvements to projects. (Required) • Mastery of the methodologies and best practices of health systems strengthening sufficient to design, develop and implement dimensions of MCC strategies, policies, initiatives, relevant programs and projects. (Required) Desired Skill • Experience in designing "pay for performance" activities and/or experience with appropriate health data management solutions.
