- THIS IS A SOURCES SOUGHT NOTICE FOR A FIRM FIXED PRICE / INDEFINITE DELIVERY INDEFINITE QUANTITY SERVICES CONTRACT TO PROVIDE ELEVATOR MAINTENANCE SERVICES LOCATED AT NAVAL AIR STATION FORT WORTH JOINT RESERVE BASE (JRB). This notice is issued to determine interest and capability of potential sources for a potential procurement, and is for preliminary planning/market research purposes only. The result of this market research will contribute to determining the method of procurement. The North American Industrial Classification System (NAICS) code for this potential procurement is 238290, Other Building Equipment Contractors with a corresponding small business size standard of $15 Million. Estimated contract value: Between $250,000 and $500,000. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Naval Facilities Engineering Command Southeast, Public Works Department, NAS Joint Reserve Base (JRB), Fort Worth, TX, is seeking a response from interested firms that qualify as a U.S. Small Business Administration (SBA) Certified 8(a), SBA Certified HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), Woman Owned Small Business (WOSB) or Economically Disadvantaged Woman Owned Small Business (EDWOSB) with self-performance experience in the types of work likely to be ordered on any potential procurement. For more information on the definition or requirements for these, refer to http://www.sba.gov/. All firms are reminded that they must be registered in the System for Award Management (SAM) database to be eligible to receive any potential contract award. It is anticipated that the contract performance period will include a Base Year and four (4) One-Year Option periods. SCOPE OF WORK: The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform Facility Investment services for Vertical Transportation Equipment (VTE) (elevator) maintenance, inspection, testing and repairs at NAS Fort Worth JRB, Fort Worth, Texas 76127. The contractor will perform monthly, semiannual and annual preventative maintenance inspection and service and submit forms as required in the contract. The Contractor will maintain, repair, and test VTE to ensure they are fully functional and in normal working condition. The Contractor will develop, implement, and execute Maintenance Program, Inspection, Testing, and Certification Program, and perform Service Calls to maintain and repair VTE. The Contractor will be required to maintain all maintenance, repair, and alteration data and warranty records. The Contractor will be required to provide all necessary test instruments, equipment, and tools required to perform maintenance and repair. Any counters, meters, tools, or monitoring devices installed by the Contractor shall remain the property of the Contractor, solely for the use of Contractor. The Contractor will be required to develop and implement a Preventative Maintenance Inspection and Service (PMIS) program for VTE to ensure proper operation, to minimize breakdowns, and to maximize useful life. PMIS work includes periodic Contractor operation, inspection, checks, adjustments, and maintenance of VTE systems as necessary to ensure compliance with applicable Navy, local, ASME, and manufacturers standards of safety, reliability, and satisfactory operating condition. The Contractor will perform service calls in a timely manner and ensure VTE are restored to a safe, normal working condition and function properly. Service calls will be scheduled and performed in a way that minimizes disruptions to customers and Government operations. The Contractor shall maintain sufficient materials and equipment on hand to support service call work requirements. The Contractor will provide inspection, testing, and certification services to ensure they are safe, fully functional, and operational. The Contractor will be required to prepare, inspect, test, and operate VTE systems to support Government certification. NAVFAC MO-118, ASME A17.1, and ASME A17.2 require certain full load and speed tests be performed at specified intervals. These tests must be witnessed, and could be performed, by a certified inspector who may be a Government employee. The VTE maintenance Contractor may perform the tests, but cannot provide the certified inspector. Additional work within the scope of work may be ordered. The Contractor will be required to submit accurate and complete documents within the required timeframes.
