- This is a notice of intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition bases with Ozgene Pty Ltd, PO Box 1128, Bentley Delivery Centre, Western Australia, 6983 to design, construction, and generation of a conditional mutation in the gene encoding the coactivator HCF-1. This is part two of an on-going project to investigate the role of this coactivator in herpesvirus biology and also as the basis for cblx syndrome. Ozgene is the required source as they have produced the first stage conditional knockout mouse for this gene and this second stage follows that approach to generate a mouse model for cblx disease. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE NOT BEING REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All responsible sources who feel they can meet these requirements shall submit their capability to perform these services in writing by email (subject line to reference NIAID-NOI-15-1737075) to Tonia Alexander at talexander@niaid.nih.gov, by 5:00 pm eastern standard time Monday, June 15, 2015. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
