Description
SOLE SOURCE ANNOUNCEMENT 1. Introduction U.S. Army Corps of Engineers, Jacksonville District intends to award a sole source contract to Dewberry Consultants, LLC 2835 Brandywine Road, Suite 100 Atlanta, Georgia 30341-4015 2. Description of Services The contractor's assignment is to complete the Vulnerability Analysis for the PR and USVI HES. Services include, among others, data collection, coordination and working with local jurisdictions, GIS mapping, conducting meetings, preparing presentation, preparing GeoPDFs, and preparing reports. The contractor shall accomplish the following tasks, among others, to complete the Vulnerability Analysis: Vulnerable population calculation; Mobile home identification and mapping; Critical facilities identification/mapping; Property data/structure identification/mapping; and Incorporation of data into GeoPDF. The NAICS code is 541360 3. Authority DFARS 206.302-1, Only One Responsible Source 4. Reason for Sole Source (a) Background: The Vulnerability Analysis is Task 4 of the PR and USVI HES. A Behavioral Analysis (HES Task 1) was completed in April of 2014under a contract with Dewberry. The Shelter Analysis (HES Task 2) has also been completed. The Hazards Analysis (HES Task 3) is anticipated to be completed in the near future as it is needed to complete the Vulnerability Analysis. Completion of this Vulnerability Analysis (HES Task 4) is the next HES task to be completed. This HES effort is funded by FEMA, and is a critical component of public safety in PR and the USVI.. (b) Justification: The PR & USVI HES is emergency-related work, and the data developed from the study will be used to support the evacuation plans and operational decision-making which directly impact life safety. The AE (Dewberry) has been working on the current PR & USVI HES from its initiation. Using this same AE to complete the final phase of the study has multiple advantages that will benefit the government and the customers who receive the final product. The AE (Dewberry) being considered for this acquisition strategy has a long working relationship with the customer in PR & USVI and has recently conducted this work for the HES studies for several other states. Their work has been reviewed and approved by the USACE National Hurricane Program PCX, and they have developed a methodology and deliverables that define the customers' expectation. Additionally, they have developed all of the current in-progress products for the current PR & USVI HES up to this point. This Vulnerability Analysis will build off of that work. Changing AE's at this late point would result in a delay of schedule and include additional ramp-up costs associated with bringing in a new A-E at this late stage, and adds risk to the final product quality. Maintaining Dewberry is the most efficient and cost-effective method for completing the PR & USVI HES Vulnerability Analysis. FEMA funds for this study are limited. 5. No solicitation package will be issued. This Notice of Intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 PM Eastern Time on June 18, 2015. Inquiries will only be accepted via email to jesse.lugo@usace.army.mil. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
