Description
The intent of this project is to modify the existing fuel complex to increase the forest's resiliency to future unplanned wildfire for approximately 55 acres; to be performed in compliance with the contract terms, specification, and provisions. The Contractor shall, considering the specific tasks and sub-tasks involved, develop a plan of operations to accomplish the tasks and sub-tasks, and organize and direct all of the operations and personnel needed to fully accomplish the work. The Contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government. Work will be completed in designated units as identified/prioritized by the COR or designated inspector. Forest Service Fire Crews will be taking advantage of opportunities to burn the piles as they are completed and cured following the contract crews progression. Project is located near a ridgeline and ranges in elevation from 5200 to 5360 feet above mean sea level. Vegetation within the unit is best described as mixed conifer and dominated by an overstory of mature incense cedar, white fir, and Coulter pine. The understory contains various shrub species including, ceanothus ranging in height from 2 to 15 feet, and dense regeneration of incense cedar. There are also large pockets of non-forested patches that contain mature brush and many medium to large remnant snags left over from the Palomar Fire of 1987 and recent bark beetle activity. The project boundary will be flagged prior to start of work. Location - Project areas are located within the boundaries of the Cleveland National Forest, Palomar Ranger District. The unit is located near the Palomar Observatory on top of Palomar Mountain in a small inholding surrounded by private property (see Figure 1). The legal description is Township 9 South, Range 1 East, Section 32, San Bernardino Base Meridian, San Diego County, California. Estimated start work date will be on or around July 6, 2015. Contract time is 60 calendar days. Issue date for the solicitation will be June 3, 2015 with a closing date of June 24, 2015.
