- The Department of Veterans Affairs, Network Contracting Office (NCO) 22, intends to issue a Request for Proposal (RFP) for blood products and related services for the following Veterans Integrated Service Network (VISN) 22 locations: 1.VA Greater Los Angeles Healthcare System, 11301 Wilshire Blvd., Los Angeles, California 90073; 2.VA Long Beach Healthcare System, 5901 East 7th St., Long Beach, California 90822; 3.VA Loma Linda Healthcare System, 11201 Benton St., Loma Linda, California 92357; and 4.VA San Diego Healthcare System, 3350 La Jolla Village Dr., San Diego, California 92161. The solicitation under contemplation shall be for a firm-fixed price Basic Ordering Agreement (BOA) with one (1) base year and four (4) option years. The applicable North American Industry Classification System (NAICS) code is 621991 and the Product Service Code/Federal Supply Code (PSC/FSC) is 6505 Drugs and Biologicals. It is anticipated that the solicitation will be issued on a full and open competition basis at the Governmentwide Point of Entry (GPE) on the FBO.gov website, and will be issued on or about August 1, 2015. The contractor shall ensure an adequate and readily available supply of blood products and related services. All blood products shall be collected, processed, labeled, tested, packaged, and shipped in accordance with all regulations of the US Food and Drug Administration (FDA), Center for Biological Evaluation and Review (CBER), as described in the United States Code of Federal Regulations (CFR) Title 21, Parts 600, 601, 606, 607, 610, 640, and 660, and California Department of Public Health (CDPH). The contractor shall be an American Association of Blood Banks (AABB) accredited reference laboratory, and hold a current Clinical Laboratory Improvement Act (CLIA) certification for high complexity testing. Deliveries will be required 24 (twenty-four) hours per day, 7 (seven) days per week, 365 (three-hundred and sixty-five) days per year. Contract awardee(s) must be registered in the System for Award Management (SAM) at https://www.sam.gov.
