- Description
- NASA/GRC has a requirement for ground data acquisition and analysis of hyperspectral imaging of harmful algal blooms (HABs). The work includes providing the algorithm and computer codes for reducing the hyperspectral flight data to charts and maps depicting the concentration and spread of harmful algal blooms in Lake Erie, applying atmospheric correction to the flight data, and gathering ground data and performing radiometric calibration. NASA/GRC intends to purchase this effort via four separate small purchases from the following universities; Michigan Tech University, Kent State University, University of Toledo and South Dakota State University. The effort is valued at $25,000.00-$42,000.00 to each University. This work is a follow-on and builds upon work conducted in fiscal year 2014 under purchase orders: NNC15VA51P, NNC15VB05P and NNC15VA80P with these same Universities. They have in-place the required personnel and technical capabilities, analytical tools, and a unique understanding of the requirements to successfully and efficiently perform the effort. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth and FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on June 5, 2015. To: Dorothy.e.viancourt@nasa.gov Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
