Attachment #1 - Brand Name Justification Attachment #2 - Detailed Product List RFQ - Statement of Work (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The solicitation number for this requirement is AG-82A7-S-15-0060 and is issued as a request for quotation (RFQ) under the authority of FAR 13.5. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81. (iv) This acquisition is subject to a small business set-aside. The associated NAICS code is 424950 and small business size standard for this NAICS code is: $100,000,000. (v) The Schedule of Services applicable to this acquisition provides a list of contract line item numbers, items, quantities, and units of measure for the products required. The pricing portions of this Schedule of Services and attachment 1 should be filled out completely and submitted as part of any quote given in response to this combined synopsis/solicitation. (vi) This requirement is for Paint and Painting Supplies at the Angell Job Corps Center in Yachats, OR. See Attachment 1 for a detailed description of requirements. (vii) Paint and Painting Supplies will be required at Angell Job Corps Center, located at 335 NE Blodgett Rd, Yachats, OR, 97498. Contractor will deliver all required products in the Performance Work Statement (PWS) to the above address. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following addendum applies to the provision: See Solicitation Attachment 1 for additional information and required quotation submittals. (ix) The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The following is the specific evaluation criteria to be included in paragraph a: 1. PRICE AND COST - The Government will also look at Cost and Price which includes considering the cost/price information entered in Pricing Schedule. It is the Government's intent to determine reasonableness and the quoter's understanding of ALL the work required and the ability to perform ALL of the work stated under the contract. Any exclusions listed in reference to prescribed work, may remove the contractor from consideration. 2. TECHNICAL CAPABILITY - Experience: including corporate experience and Government related experience. - Acknowledgment of bio based and non-bio based products (Paints, Cleaners, Sealers, etc.) - Active System for Award Management (SAM) Registration 3. PAST PERFORMANCE - Verification of the facts (contract, period of performance, type of work performed) regarding any recent and relevant past performance information provided - Quality of service, customer satisfaction, and timeliness/responsiveness of contractor or key personnel as provided by POCs provided by Offeror, Government systems such as PPIRS, or formal performance evaluations provided by the contractor for recent and relevant past performance Relative Importance of Factors: The evaluation factors are listed in descending order of importance. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) Quoters must electronically complete FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items, at www.SAM.gov before submitting the quote. Offer must confirm in the Offeror Questionnaire (see Solicitation Attachment 1) that quoter has electronically completed the provision FAR 52.212-3, the annual representations and certifications, at www.SAM.gov. The complete provision can be found at https://www.acquisition.gov/far/loadmainre.html. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The following addendum to the clause will be included in any contract awarded for this requirement: (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following additional FAR clauses cited in the clause are applicable to the acquisition: - FAR 52.223-1 - Biobased Product Certification - FAR 52.223-2 - Affirmation Procurement of Biobased Products Under Service and Construction Contracts - AGAR 452.224-70 Confidentiality of Information (Feb 1988) - Special Clauses: Restrictions Against Disclosure (Feb 1988) & Reporting Child Abuse (xiv) N/A (xv) Quotes must be received via email no later than 1400 Mountain Daylight Time on Monday, June 8th, 2015 to Jeff Wild, Contracting Specialist at jeffreytwild@fs.fed.us. No hand delivered, faxed, mailed and/or shipped quotes will be considered. (xvi) All correspondence regarding this solicitation must be sent electronically in writing to: Jeff Wild at jeffreytwild@fs.fed.us The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received, or elect to not award at all. The Government does not intend to hold discussions. If necessary, the Government may conduct discussions with any or all quoters. The Government may issue an order on the basis of quotes as received, without entering into discussions with any quoter. Therefore, each initial quote should contain the quoter's best terms and must speak directly to the evaluation factors listed.
