- The United States Railroad Retirement Board (RRB) is issuing this Pre-Solicitation Notice solely for informational and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Pre-Solicitation Notice does not commit the Government to contract for any supply or service whatsoever. Further, the RRB is not seeking proposals at this time. Not responding to this Pre-Solicitation Notice does not preclude participation in any future RFP, if any is issued. If a solicitation is issued in the future, it will be announced via FedBizOpps and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. Statement of Need: The RRB desires Legacy System Modernization Services (LSMS). The RRB intends to request proposals from interested contractors to provide services to migrate the RRB's current mainframe based application environment into a Microsoft Windows-based system and reengineer the migrated applications as well as consolidate applications for efficiencies. The RRB intends to make it mandatory that the services be provided in two phases: Phase One will migrate the mainframe applications using automated tools, and Phase Two will reengineer the migrated applications and consolidating for efficiencies. The RRB intends to post the Legacy System Modernization Services Request for Proposal (RFP) to this FedBizOpps notice on, or soon after the 15 days required for a Pre-Solicitation Notice. (Estimated by COB June 11, 2015) Potential offerors are reminded that their proposed LSMS solution will need to address all key business functions that are included in the RFP, including submission, technical capability, and meeting or exceeding every RRB requirement in the RFP. It is anticipated that the solicitation for the LSMS will be advertised as a full and open competition. When issued, the solicitation will be available via the FedBizOpps website. Contract award will be based on best-value to the Government. The RRB will not accept any responses or inquiries to this Notice. No other information regarding this Notice will be provided at this time. The RRB desires to award a contract/agreement resulting from this notice on or before September 30, 2015.
