Description
This solicitation is a "SOURCES SOUGHT" only. This is not a request for formal proposals or quotes. No formal solicitation document exists at this time. This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this solicitation will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. Purpose and Objectives: STATEMENT OF WORK- COMPUTER TRAINING BACKGROUND: The Department of Veterans Affairs, VA Healthcare System Upstate New York (VISN 2) has a requirement for computer software training, including Microsoft Office Suite and web analytics courses for the Medical Center staff network-wide for VISN2 Upstate New York. CONTRACT REQUIREMENTS: 1. The offeror shall be able to conduct (1) day (8 hours) educational courses in all Microsoft Office Suite and web analytics software application packages (seats - individual instruction) at off-site training locations within 75-miles of each of VISN 2 Medical Centers listed below. These will be VA only classes with a minimum of 12 VA employees and a maximum of 24 VA employees. 2. The offeror shall be able to conduct (1) day (8 hours) educational courses in all Microsoft Office Suite and web analytics software application packages (seats - individual instruction) on location at any of the VISN 2 Medical Center locations noted, using a VA computer room, if it is determined to better accommodate specific VA Medical Center needs. These will be VA only classes with a minimum of 12 VA employees and a maximum of 24 VA employees. a. It shall be the decision of COR in conjunction with the Designated Learning Officer at each VA Medical Center to determine if the VA facility onsite classes will be (1) 8 hour or (2) 4-hour classes to be held on the same day. b. The Government will make available the following equipment for on-site courses: Computers for participants, LCD Projector and Screen, 2 Easels/Flipchart/ Flipchart Paper; Markers; and Speaker Podium. c. It shall be the decision of COR in conjunction with the Designated Learning Officer at each VISN 2 VA Medical Center to determine if the classes will be held on facility site or at the vendor's training facility. 3. The offeror shall make available the purchase of Open Enrollment classes (seats - individual instruction). The VA Medical Center Designated Learning Officer shall determine any requirement for staff to attend a separate computer class that will not be conducted as a non-VA class. 4. Educational courses offered for all Microsoft Office Suite and web analytics software application packages shall not expire- the contract shall run until all classes/seats are used. 5. The Contractor shall provide instructors/facilitators that are subject matter experts (SEMs) for each topic presented, and have experience making formal presentations to diverse audiences. 6. The contractor shall provide all course materials required for each attendee. These training materials shall be the latest edition within one year. a. Course materials shall be delivered by the offeror to the location where the class is to be held. 7. The following are the VISN 2 on-site locations referred to above: ALBANYBATH 113 Holland Avenue76 Veterans Avenue Albany, NY 12208Bath, NY 14810 BUFFALOCANANDAIGUA 3495 Bailey Avenue400 Fort Hill Avenue Buffalo, NY 14215Canandaigua, NY 14424 SYRACUSE 800 Irving Avenue Syracuse, NY 13210 Response: Responses to this Special Notice should be able to demonstrate the firm's ability, capability, and responsibility to deliver the service listed above. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. No funds have been authorized, appropriated, or received for this effort. Responses should include the following information: Business name, address, business size and Socioeconomic Category (HUBZone, 8(a), Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. All offerors must be registered in the System for Award Management (www.sam.gov) and Representations and Certifications must be completed prior to any future proposal submission. Determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Any offeror capable of providing this service shall notify the Contracting Officer by email by Wednesday, June 24, 2015 at 10:00 am.
