- The United States Property and Fiscal Officer for Hawaii located in Kapolei, Hawaii intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to perform and complete the Project KNMD112001/112006 Repair Jet Engine Shop B3416 on Joint Base Pearl Harbor Hickam (JBPHH), Hawaii. This project work includes but is not limited to construction of replace roof and provide structural member/foundation upgrades to bring facility up to current seismic and wind codes, provide insulated roof panels and insulated metal wall panels, wainscot exterior with split face block and replace all exterior doors and windows to meet all current energy and ATFP standards, provide full facility fire suppression system and fire detection system, renovate all restrooms, demolish many interior walls on 1st and 2nd floor administration areas to utilize open floor design with de-mountable wall partitions, demolish and remove all existing abandoned or to be replace conduit, wiring, piping, hangars, ceiling suspension, bracing, abandoned structure, existing ceilings (drywall, suspended and other) and any other existing element of the building that is not necessary for the renovated facility use, drywall and paint all remaining structural walls to ensure that all existing and new surfaces (ceilings, exposed structure, floors, and walls) are completely refurbished and painted, install energy saving light systems with full lighting controls throughout, provide a new public announcement system and new mass notification system that is compatible with Hawaii Air National Guard (HIANG) and host Base Department of the Navy systems, provide new communications systems, provide new HVAC system and install facility DDC controls /EMCS that are compatible with Trane Tracer system, tie new building to HIANG EMCS system in Civil Engineering building (new construction to include enclosed bay area over existing building cut out), upgrade and repair all utility, infrastructure, pavements, site, landscape and hardscape within the project area, provide new infrastructure with capacity to support Building 3416 and additional capacity as required to support adjacent facility and the HIANG campus overall, provide new pavements within the project limits, provide new sidewalks, new landscaping, new hardscape, new site lighting and related elements, and ensure areas cleared and ATFP measures are accommodated. In addition to a base price for the work described above the solicitation includes Government Options for this project: 1) KNMD112001 Break Area Lanai, 2) KNMD112001 Mezzanine Area 1, 3) KNMD2001 Mezzanine Area 2, 4) KNMD112001 North Egress Stairs-replace with architectural enhanced version, 5) KNMD112001 F-22 Emblem on South Elevation, 6) KNMD112001 Rooftop Fall Restraint System, 7) KNMD112001 Connect Systems Furniture & Demountable Walls-power, 8) KNMD112001 All Demountable Partitions, 9) KNMD112001 Communications Cabling & Termination within Systems Furniture, 10) KNMD112001 Communications Cabling & Terminations within Building, 11) KNMD112006 Enhanced Landscaping-North Area (Break Area), 12) KNMD112006 Enhanced Landscaping- South Area, 13) KNMD112006 Mechanical Enclosure-utilizing architectural enhanced version, 14) KNMD112006 New 11.5KV Pad Mounted Switch, and 15) KNMD112006 Communication-outside plant to Building 3385. Three (3) sole-source brand name only requirements are anticipated: 1) Trane Tracer Emergency Management and Controls System (EMCS), 2) MONACO Fire Alarm Radio Transceiver, and 3) Federal Signal Mass Notification System Radio Transceiver. Justification will be included with the solicitation with further details regarding the sole-source/brand name requirement. Magnitude of this project is between $10,000,000.00 and $25,000,000.00. Construction/contract completion time is 540 Days after notice to proceed to include inspection and punchlist. The North American Industry Classification System (NAICS) code for this work is 236220. This is a total small business set aside. The small business size standard is $36.5 million average annual revenue for the previous three years. Your attention is directed to FAR Clause 52.219-14(b)(4) LIMITATIONS ON SUBCONTRACTING which states quote mark By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees quote mark applies to this project. The tentative date for issuing the solicitation is on-or-about 01 Jul 2015. The tentative date for the pre-proposal conference is on-or-about 16 Jul 2015, 10:00 AM local Hawaii time at 154th Civil Engineering Squadron at 335 Gardner Drive, Building 3392 on JBPHH, Hawaii 96853. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by 09 Jul 2015 via email (preferred) to manuel.llanes.mil@mail.mil and copy to julianne.j.cooper.ctr@mail.mil. The solicitation closing date is scheduled for on-or about 31 Jul 2015. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Technical, Present/Past Performance and Price. The Government intends to award without discussions.
