- Description
- The Space and Naval Warfare Systems Command (SPAWAR) in support of Naval Sea Systems Command, Program Executive Office, Submarines (PEO SUB), Maritime Surveillance Systems (MSS) Program Office, PMS 485, intends to issue a sole source, ceiling increase to contract N00039-14-C-0035 with Lockheed Martin Mission Systems and Training (LM-MST) of Manassas, VA for the Integrated Common Processor (ICP). The increase is necessary to continue the development and maintenance of the existing ICP systems on multiple platforms to include the integration and completion of the existing NOPF Whidbey Island ICP Build 14.13.1, ASB/IWS5 Advanced Surveillance Build 15 Step 2 and 3 efforts, NOPF Dam Neck TI-16 pre-production efforts, Program Protection procurement and integration, initial installation of TI14 onboard ships, and procurement of processing suite and equipment for a new ship/shore site. LM-MST, due to their knowledge and experience, technical expertise, and extensive facilities with Integrated Undersea Surveillance Systems (IUSS) configuration management modules, is the only contractor that can design, integrate, test, produce, and install the ICP system without a substantial duplication of costs to the Government that cannot be recovered through competition. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that they can fulfill the requirement of providing this equipment and services may be considered by the Agency. Interested parties shall identify their interest and capabilities in response to this synopsis within 15 calendar days of publication, and must clearly demonstrate their ability to successfully fulfill the above requirements. The Government reserves the right not to respond to any expressions of interest received after 15 calendar days from the date of this publication; such expressions will be considered late. Any comments, questions or concerns regarding this notice may be submitted IN WRITING via e-mail to Kat Staron-Barabasz, Contracting Officer at kat.staron@navy.mil. The Government will not pay for any information received. No telephone responses will be accepted.
