Current Equipment List West Coast Site Survey Agenda East Coast Site Survey Agenda FROM: Naval Special Warfare Command 2000 Trident Way, Building 624 San Diego, CA 92155-5599 SUBJECT: Sources Sought & Notice of Site Survey for Small Business Contractors, Naval Special Warfare Command, Enterprise Integrated Electronic Security Systems (IESS) Maintenance Project THIS IS NOT A SOLICITATION. IT IS A SOURCE SOUGHT/REQUEST FOR INFORMATION. In accordance with Federal Acquisition Regulations paragraph 15.201 (e.), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. 1. Naval Special Warfare (NSW) is developing an enterprise plan to standardize, connect, and maintain disparate intrusion detection, access control, and video surveillance systems across its organization. Collectively these systems provide an Integrated Electronic Security Systems (IESS) capability. This will be a total small business set-aside under NAICS code 561621 Security System Services (except Locksmiths), size standard $20.5M. The anticipated schedule for this effort is as follows: •a. Site Surveys: 8-12 June 2015 •b. RFQ Release: June 2015 •c. Scheduled Award: September 2015 Background. This effort provides technical services for the life-cycle support of NSW IESS that includes: system modernization, preventive maintenance, corrective/remedial maintenance, emergency maintenance, repairable equipment repairs, end-of-life replacement, configuration audits, and equipment/material inventory management. Existing equipment will be used; however, the Government anticipates an initial modernization buy to replace outdated or failing equipment. 2. The Government requests that a Letter of Intent (LOI) to propose be submitted no later than Wednesday, 3 June 2015. NSW will release draft versions of the Statement of Work (SOW) to those contractors who submit a LOI, a signed Non-Disclosure Agreement, and are registered in the System for Award Management (SAM) with an active CAGE code. In addition to the LOI, the Government has also attached a Request for Information (RFI) that all interested parties must respond to no later than Friday, 19 June 2015, 1700 EDT. 3. Prior to the releasing of the RFP, NSW will conduct Contractor Site Surveys during the week of 8-12 June, 2015. The first site survey will take place 8-9 June 2015 at Joint Expeditionary Base Little Creek-Fort Story, VA and the second will take place 11-12 June 2015 at Naval Amphibious Base Coronado, CA. ** Please note that it is mandatory for the small business Prime Contractor, or one of its teammates, to attend at least ONE of the site visits. However, due to differing site conditions between the East coast and West coast locations, attendance at both site visits is highly encouraged. The Government considers attendance at both site visits to be necessary in order for Contractors to submit a responsive quote. The official solicitation/RFP for this effort will contain a provision stating the requirement to attend at least one visit. However, please also note that any travel costs associated with attending the site visits will be made at the Contractor's expense. Large business firms are welcome to participate in the site visits for purposes of match making/networking with small business firms for subcontracting opportunities ** As stated on the Agenda, please be at Bldg. 3854 for the East Coast site visit by 0800 (recommend arriving 15-30 mins early) on 8 June. If you experience problems gaining access to the base, please call the following number for assistance: 619-764-2749 Visits will be limited to two days per location and two attendees per Contractor. Attendees of the Site Survey must provide the following: •a. Each Contractor planning to attend the Site Survey must submit a list of team members to Mr. Ken Delos Santos no later than 2 June 2015. For personnel who do not have RAPIDGATE access to the military facilities at Little Creek or Coronado, please send their social security number, driver's license number, state of issue, and company name along with vehicle license plate number, state of issue, and proof of insurance to Mr. Ken Delos Santos. Mr. Delos Santos can be reached at (619) 537-1053 or kenneth.delossantos@navsoc.socom.mil. Please note that all emails containing personal identifying information (PII) must be encrypted. If you are unable to encrypt the email, please call Mr. Delossantos to provide the information over the phone. •b. Contractors planning to attend should submit a visit request through the Joint Personnel Adjudication System (JPAS) using the Security Management Office (SMO) code N000744 no later than 2 June 2015. Any requests for photos, schematics, or drawings will be reviewed and provided by the Government, if approved. •d. All attendees must be present by 0800 on 8 June 2015 at building 3854 on Joint Expeditionary Base Little Creek-Fort Story, VA for the first Site Survey. All attendees must be present by 0800 on 11 June 2015 at Building 624 on Naval Amphibious Base Coronado, CA for the second Site Survey. 4.
